How council Form 23 lodgement differs

The Victorian pool safety regulations are uniform — same AS 1926-1:2012 standard, same Form 23 — but the lodgement process and turnaround varies by council. Each council above has its own full compliance guide with registration, portal, fee and penalty detail; in short:

  • City of Greater Geelong: electronic lodgement via Building Permits & Compliance team, 3–5 business day turnaround.
  • Wyndham City: separate T1Cloud electronic portal from Greater Geelong, 3–5 business day turnaround. New-estate properties may need extra documentation around original Building Permit.
  • Moorabool Shire: smaller council; statutory fee maximums apply, exact adopted figures best confirmed directly with the shire.
  • Surf Coast Shire: statutory fee maximums apply, with lodgement to the shire's building compliance team. Confirm the current adopted lodgement fee with the shire, or see our Surf Coast Shire compliance guide for the full detail.
  • Borough of Queenscliffe: statutory fee maximums apply; Point Lonsdale owners should confirm which council their address falls under before lodging.
