In Short: A pool inspection on a Hopetoun Park block is $250 flat. A BPC (formerly the VBA) registered inspector walks the whole barrier, gates included, and if it passes, the Form 23 is issued on site that visit. You then lodge it with Moorabool Shire. Anything that fails gets a free re-inspection once it's fixed. Ring 0402 860 499 or send an enquiry to book.

If your pool fence doesn't meet compliance, we provide free follow-up inspections once remediation is complete.

Where Hopetoun Park sits

The Western Freeway runs through the locality, with the Werribee River and Melton Reservoir down to the south.

How much of a big block does the inspector walk?

Only the barrier, but on these blocks that can be a long walk. The planning maps show large-lot rural residential zoning, and the 2021 census counted 272 private dwellings, almost all separate houses. Every pool sits inside its own boundary, and the barrier is whatever stands between the water and the rest of the block. Usually that's a purpose-built pool fence. Where a stretch of boundary fence forms part of it, we walk that stretch and test every gate in it.

Paddock fencing, dams and water tanks aren't pool barriers, and a stock fence running past the pool doesn't become one. Gates are where pools come unstuck: across all our jobs, the defect we write up most is a gate that has stopped self-closing or self-latching, usually from a tired hinge, a worn closer or a latch that has crept out of line. A longer barrier usually has more gates to fail. If the house is empty, sort out access and tell us when you book.

Nearby, Brookfield and Melton West have their own pages. For Bacchus Marsh, read our page for that suburb; for lodgement, see the Moorabool lodgement notes. Before the visit, work through our pre-inspection checklist.

Does basalt clay or a flood overlay change a pool fence inspection?

It can change what we find, not how we test. The middle of the locality is basalt plain ground, sheetflow basalt with colluvium on the geology map, and soil like that moves between wet and dry seasons, taking fence posts with it. A gate that clicked shut in winter can drag or miss its latch by late summer. So each gate gets released from wide open and from part-way, not just from the angle you walk through it.

Down towards the Werribee River the planning scheme marks five inundation overlay areas, land that can go under in a flood. The barrier has to do the same job there as anywhere else. The ground is what's different. After heavy rain a post can lean just far enough that the latch stops catching, so if it's been wet, open the gate and let go of it yourself before we arrive.

What do environmental overlays mean for planting near the barrier?

Parts of the locality carry environmental and landscape overlays, fourteen environmental areas and four landscape ones, and there are no listed heritage places. Trees by themselves aren't a barrier problem. A climbable foothold near the fence is, whether that's a shrub, a low branch, a garden bed, a retaining edge or a stack of firewood, and we check the ground around the barrier for each.

Check with council before you cut anything back. Removing vegetation inside an overlay can need a permit, and that application is yours to make, not ours. Once you've picked a fix, a permitted prune or a moved woodpile, tell us and we'll come back and look again.

Where does the Form 23 go in Hopetoun Park?

Hopetoun Park sits in Moorabool Shire, and that's the council that keeps your pool on its register. When the barrier passes we issue the Form 23 on site, and you, as the owner, lodge it within 30 days.

Moorabool registers pools through the Greenlight portal, where you upload the certificate yourself. Fees and contact details are on our Moorabool council page.

The four-year cycle runs from council lodgement, not from the day of the inspection.

How far is the inspector, and how soon can you book?

Not far at all. We're based in Maddingley, a short run down the Western Freeway, and most bookings here are inspected inside the week. There are no set days. We batch jobs by area as calls arrive, so ringing early puts you on a run that's already coming this way.

A pool barrier inspection is $250 flat. The rest of the district is on our areas we service page.

Hopetoun Park Pool Inspection Questions

Does my large block need the whole boundary checked?
No, only the stretches that make up the pool barrier. Paddock fences, dams and tanks aren't assessed as barriers. If part of a boundary fence is doing barrier duty, we check that run, its gates and whatever is planted or stacked beside it.
What happens if my gate fails to self-close?
It goes on the written list, usually with the cause noted: hinges, the closer or latch alignment. About nine in ten pools pass, and the defect we find most often is exactly this one, a gate that won't self-close or self-latch. Fix it, tell us, and the re-inspection is free.
What happens at the re-inspection?
We come back, go through each item on the first list and test the gates again, with no second call-out fee. Once everything passes, the Form 23 is issued on site and you lodge it with council as normal.
Which council do I register with?
Hopetoun Park is in Moorabool Shire, so that's where the pool is registered and where the Form 23 is lodged, through the Greenlight portal within 30 days. Not sure your pool was ever registered? Say so when you book, and we'll point you to the right place to start.
How do I lodge the Form 23 after the inspection?
You do, as the owner. If the barrier passes, we issue the Form 23 on site and you lodge it with Moorabool Shire within 30 days, through the Greenlight portal. The four-year cycle runs from council lodgement.
How soon can you come out for a pool inspection in Hopetoun Park?
Most bookings are inspected within the same week. Jobs are grouped by area with no set days, so call 0402 860 499 or send an enquiry with the address and how to reach the pool, and we'll fit you onto a nearby run.
