Free Re-Inspections

A BPC (formerly the VBA) registered inspector checks the barrier, and when it passes the Form 23 is issued on site. The price is $250 flat.
After hours or can't talk right now? Leave your name and number and Ryan will call you back the same day where we can.
In Strathtulloh, as on any estate, your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built). Most of the land here was released after the Toolern Precinct Structure Plan was gazetted in October 2010 and November 2011, but nobody publishes a build-out year estate by estate, so we don't guess the standard from the street.
Strathtulloh sits inside the Toolern growth area. It was gazetted as a suburb in February 2017, carved out of Melton South. The 2021 Census counted 1,292 private dwellings, and about 97 percent of occupied dwellings are separate houses. Nearly every pool is on its own house lot, with side and back boundary fences doing double duty as the barrier, which is why we look over the neighbour's side for anything a child could climb.
Across all our jobs, the defect we write up most is a gate that no longer swings shut and latches on its own, so that's the first thing we test, on a young estate as much as anywhere.
A pool that's still being built isn't ours to sign off. The permit surveyor does that at final inspection. Our visits start at the first four-year anniversary and come round every four years after that.
The standard stays the same on every block. What changes is where the time goes on the day. Here growth-area housing sits alongside green wedge and conservation land, and the bigger lots on that side bring longer fence runs and more sheds near the pool. A farm dam or a rainwater tank isn't a pool barrier, so the pool safety inspection stays on the pool enclosure.
The planning map shows that landscape, environmental and heritage overlays apply to parts of Strathtulloh, coded SLO2 for landscape, ESO1 and ESO2 for environment, and HO3 and HO66 for heritage. On a treed block the effect is usually at the fence, where branches and garden beds creep into the strip that has to stay free of footholds. That is a quick fail and a quick fix. An overlay can also mean fence work needs a planning permit, so look the address up on VicPlan before you commission a new fence.
Underneath it all is basalt plains ground. Ground like this tends to move between the wet months and the dry ones, and gate posts move with it: a gate that swung freely in July can drag, or stop latching, by January. If yours has started to stick, get it sorted before the pool barrier inspection.
Check whether your block is inside the heritage land before anyone touches the fence. Strathtulloh Homestead is on the Victorian Heritage Register, with its land off Greigs Road and Ferris Road and a bluestone house dating from about 1869, and Heritage Overlays extend around it. Inside that area, replacing a gate or a run of fence can need a heritage permit on top of any building permit.
Our job is to tell you what the barrier needs in order to pass. Whether a particular fix needs a permit is between you and council, and it's best settled before the work starts. The heritage permit and the Form 23 are separate pieces of paper.
The City of Melton, and you have 30 days. The pool safety certificate council wants is the Form 23, and council doesn't inspect pools itself. As the owner you register through City of Melton eCouncil or in person at the Civic Centre in High Street, Melton, and lodge the Form 23 the same way, within 30 days of the date of issue.
So book the inspection for a week when you'll have time to lodge straight after. The four-year cycle runs from the day council receives the lodgement, not from the day of our visit. Fees and steps are on our City of Melton pool compliance page (council's own page has the final word), and the Form 23 guide walks through the process in order.
We drive in from Maddingley, about 27 minutes away, and bookings are grouped by area as they come in, so most are inspected within the same week. Ring 0402 860 499 with the street address and we can book you from that alone, from Greigs Road across to the Cobblebank, Thornhill Park and Weir Views side of the Toolern area.
It's best if you're home. If you can't be, mention it when you call, and an agent or someone you trust can open up the pool area; the Form 23 is still issued to the owner. The same goes for an empty house (the 2021 Census found 42 unoccupied dwellings in the suburb), as long as the owner or agent has arranged entry before we arrive.
