Servicing Newport & Surrounds

Newport grew up around the railway, and the Newport Railway Workshops are still its landmark. In parts of the suburb, house streets sit right beside industrial and port land.

Will a heritage overlay hold up fixing a failed pool gate?

Usually not, because most failed gates come down to hardware. A worn closer, a hinge that has dropped or a latch that no longer meets its keeper can all be put right without altering the fence itself.

Replacing the fence is another matter. The Vicmap overlay layer for the suburb carries 79 heritage overlay schedules, so plenty of lots sit under one, and on those a new front fence or a different gate can need a planning permit before the pool rules even come up. Parts of the suburb also carry environmental audit and special building overlays. Council decides all of that lot by lot, not street by street. Look the address up on VicPlan, or ask the council's planning team, before you order materials.

We write up the defect and the reason it failed. Whether a permit applies isn't ours to decide. The piece on heritage overlays and pool fences sets out what to check first.

In Spotswood and Williamstown, the inspection runs against the same barrier rules. For Yarraville pool inspections, there's a separate page; council registration is covered in the Hobsons Bay pool barrier page. If the pool fails, our guide to a failed inspection sets out what happens next.

Actually in Altona? That page is the better fit. If your home is in Essendon, use that page instead. Living on the Brimbank side? The Brimbank pool barrier compliance page has council's requirements.

After the barrier passes, where does the Form 23 go?

To Hobsons Bay City Council. We issue the Form 23 on site. That form is the pool safety certificate, and lodging it through council's online portal is up to you.

Council's own wording is that the pool is inspected and a new certificate lodged every four years. That cycle counts from the day council receives your certificate, not the day we visit. Hobsons Bay has 2,134 pools and spas on the council register and follows up certificates that haven't come in.

New pools take a different route. Council wants the first certificate and registration application within 30 days of the final inspection or occupancy permit, and the permit surveyor signs a new pool off, not us. Registration steps and the portal link live on our Hobsons Bay council page.

What goes wrong with a pool added to an older house?

Mostly the joins. About two in three dwellings here are separate houses, and the oldest streets go back a long way. The first housing came with the railway-era estates of the 1880s (Grindlay's Estate was laid out in 1888), then another wave in the Edwardian and post-World War One years. A pool behind one of those houses went in much later, and its barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built), not the age of the house.

A retrofit tends to tie new pool fencing into whatever was already standing: an old boundary fence, a house wall, a back door. Each of those has to work as barrier in its own right, so a pool barrier inspection on a Newport retrofit covers the whole perimeter, not just the new panels.

Then there's the ground. Mapped geology near the middle of the suburb shows Coode Island Silt and basalt-plain ground, and neither holds a post perfectly still. Over the years a gate drifts out of line until it stops closing and latching by itself. Across all our jobs, that is the fault we write up most often. Our self-closing gate test shows how we check it.

When can we be there, and what should be ready?

Most bookings are inspected within the same week. We group jobs by area as they come in, so tell us the street when you call and we'll fit you into the next run out this way.

The suburb follows the railway line, with Mason Street running from the station out to Newport Lakes, a 33-hectare bushland park off Lakes Drive that was once a bluestone quarry. Cut back any branch hanging over the pool fence before we come, because a child can use it to get over.

To book, call 0402 860 499 or send an enquiry and we'll ring you back. The pool safety inspection guide walks through the visit step by step, and the service areas page lists everywhere else we go.

Newport Pool Inspection Questions

Which council do I lodge the Form 23 with for a Newport address?
Hobsons Bay City Council, through its online portal, and lodging is the owner's job. We issue the Form 23 on site once the barrier passes. The four-year cycle then counts from the day council receives it, not the day we visit.
My house is in a heritage overlay. Can I replace the pool fence or gate?
Possibly, though a planning permit may be needed first, and that's council's decision, not ours. Look the lot up on VicPlan before you buy materials. Plenty of gate failures never need a replacement: a new closer, a re-hung hinge or a realigned latch leaves the fence as it was.
When is my four-year inspection due?
Four years from the date council received your last certificate. The date of our visit doesn't set it. Council's letter or your registration record will show the date. When it's getting close, book the inspection, then lodge the new Form 23 once you have it.
What do you check at a pool that was added to an older home?
The whole perimeter, joins included. A retrofit often ties new pool fencing into an old boundary fence, a house wall or a door, and each piece has to work as part of the barrier. We also confirm the gate shuts and latches by itself from every open position, and look for anything nearby a child could climb.
What happens if my gate fails the inspection?
You get a written list of what failed and why. Fix those items, we come back at no charge, and on a pass you receive the Form 23 to lodge with council. About nine in ten barriers pass, and when the gate is the problem it's usually the closer, hinges or latch.
How soon can you book an inspection, and what does it cost?
Most bookings are inspected within the same week. It's $250, and if anything fails, the re-inspection after you've fixed it is free. Call 0402 860 499 or send an enquiry with your street and we'll confirm a time.
