The locality was split from Burnside and named in late 2005, according to Victorian Places. The census counts are more useful to an inspector than the name date: 1,620 private dwellings in 2011, 1,704 private dwellings in 2016 and 1,808 private dwellings in 2021 (ABS QuickStats). About nine in ten of today's homes were standing by 2011, with about 100 more dwellings between 2016 and 2021.
So most houses here were already up by 2011. We won't guess which edition of AS 1926 any one pool was built under, and there's no need to. The edition recorded against the pool on the council register is the yardstick, and Ryan reads that before he opens the gate.
Age shows up as wear rather than bad design. Hinges slacken, closers lose their grip, latches creep out of line, and a gate that once clicked shut now rests against the post. That single fault is the most common one we find across all our jobs. The four-year barrier inspection guide lists the rest. A pool barrier inspection in Burnside Heights goes quickly when the gate has been adjusted beforehand.
Caroline Springs and Burnside have their own pages, with the same fee. We also handle Form 23 inspections in Taylors Hill. The council's deadlines are in the Melton lodgement notes. Before the visit, work through our pre-inspection checklist.
Over in Sydenham, it's the same booking and the same price. Nearby, we cover Cairnlea as well. Our Diggers Rest page covers pool inspections in that suburb.
Melton City Council is the council here, and it says plainly that it isn't conducting pool and spa inspections or certifications. A registered inspector has to do the work. The pool safety certificate a Burnside Heights (VIC) owner needs is the Form 23, and Ryan issues it on site the moment the barrier passes.
Lodging is the owner's step, not ours. The owner sends the Form 23 to council within 30 days, online through eCouncil or at the Civic Centre, 232 High Street, Melton. The four-year cycle runs from council lodgement, not from inspection day. Council-side costs and counter details live on the Melton pool compliance page.
If the gate won't self-close, or anything else fails, you get a written non-conformance list instead of a certificate. Repair the items and the return visit costs nothing. The certificate follows once the barrier passes. What to do after a failed inspection sets out the order, and most bookings begin with a council reminder letter, which this explainer on the letter unpacks.
The suburb sits on the northern side of Kororoit Creek, next to Kings Park, with a linear park running along the water. Open space at the back fence is scenery, not protection. A yard pool needs its own compliant enclosure, and where a boundary fence forms one side of it, the inspector checks that fence from the outside, including anything on the park side that could serve as a step.
Then there's the ground: basalt plains ground under most of it, and parts of the suburb along the creek are mapped for flooding. Ground that stays wet or shifts through the year can nudge gate posts and pull a latch out of line between visits. That is why the gate is released from several open positions and has to close and latch itself every time, not just once.
Landscape and environmental overlays apply to parts of the suburb. Shrubs and garden beds near the barrier count as climbable zones. If protected planting is the cause, we report the defect, and the permit question stays between the owner and council. Overlays attach to individual properties, so VicPlan shows what applies at your address.
Most bookings are inspected within the same week. Visits are grouped by area as bookings come in, so there is no fixed day to wait for. Our nearest base is Maddingley, about 36 minutes by road. All we need to start is a street address and a time that suits you.
Zoning is a mix of general residential, neighbourhood residential and park zones, and about 91 percent of occupied dwellings are separate houses (ABS 2021). That means mostly standalone lots, where the boundary fence often forms part of the barrier and the neighbour's side is checked for planters, benches or stacked materials. The same count shows 44 unoccupied dwellings. If the house is empty, line up access to the pool area through the owner or agent when you book.
