Gates here drift, and the ground is usually behind it. The middle of the locality is mapped as coastal dune deposits and Moorabool Viaduct Sand, and the planning scheme scatters inundation and floodway overlays across the low land. Sand that soaks through and dries out again lets a post lean, a little each season. A gate that swung shut cleanly the day it was hung can, years later, stall just short of its latch.
So each gate gets its self-closing test more than once, released from different positions rather than one swing from the path. A gate that closes but doesn't latch fails the barrier. Across all our jobs it's the defect we find most, and the cause is nearly always hinges, the closer or latch alignment. Down on the tidal stretch of the Lower Barwon, salt and wind wear that hardware faster again.
A gate that drags, or needs a push to catch, is worth adjusting before the visit. It saves a second trip.
We inspect in Armstrong Creek and Charlemont as well, against the same Victorian barrier rules. We also have a page for Form 23 inspections in St Albans Park. Registration and lodgement are in the Greater Geelong lodgement notes. Run through our pre-inspection checklist the week before.
No. Open water past the back fence doesn't enclose a pool, however wide it is. Plenty of back boundaries here face the Lake Connewarre State Game Reserve, the Parks Victoria land running down to the lake, or the wetland around Reedy Lake and Hospital Swamp, which the state nominated for Ramsar listing in October 2025. For the barrier, all of that is scenery. A yard pool needs a compliant barrier of its own.
Dams and tanks get the same answer. The locality has 431 private dwellings, about nine in ten of them separate houses, zoned Farming, Low Density Residential and Rural Conservation, so most are large rural and low-density lots where a boundary fence can run a long way. Only the barrier around the pool is assessed. Where a stretch of boundary fence forms one side of that enclosure, it's checked like any other side: the gate, the latch, and whatever is stacked or growing against it that a small child could use as a step.
On treed and landscape-protected blocks, what grows beside the fence gets a close look. Branches, shrubs and raised garden beds near the barrier can all become climbing points, and each one gets noted. The planning side (13 heritage overlay areas and a bushfire management overlay within the locality) only matters once a defect needs fence work.
New fence panels, or moving the barrier line, can need a planning permit on overlay land. We report the defect; whether a permit applies is for you and the council to settle, so ring their planning team before ordering materials. Our guide to pool safety compliance in Victoria covers what a failed item usually involves.
Connewarre falls in the City of Greater Geelong, on its border with Torquay. Lodging is the owner's step: we issue the Form 23 on site when the barrier passes, and the four-year cycle runs from council lodgement. Certificates are lodged online with the City of Greater Geelong, and the hub page walks through it. What the certificate covers is set out on our Form 23 page.
It's rural Bellarine country, about 12 km from central Geelong, and about 37 minutes from our Clifton Springs base. Giving directions on the phone? Stacey's Road, just before the Barwon Heads airport, is a handy landmark. We group nearby bookings into one run, so ask when we are next out this way.
Sixty-nine of the 431 dwellings were empty on census night in 2021. We'd prefer you to be there; if you can't be, arrange for your agent, a tenant or a neighbour to let us in, and sort that out when you book. Closer to a neighbouring town? You can see every area we cover.
