Pool Safety Certificate
Full barrier compliance inspection. Form 23 issued same-day. Council lodgement guidance for City of Greater Geelong.
Grovedale is a settled south-Geelong family suburb with most of its residential development from the 1970s through 1990s. That leaves pool stock spread right across the eras, from original 1970s installs through to mid-2000s additions, and we see a wider spread of barrier styles here than in the older inner suburbs or the newer growth corridors.

Mixed-era pool stock. The component-by-component assessment really matters in Grovedale because we routinely encounter pools where the perimeter fence is 1980s-original but the gate has been replaced (sometimes more than once). Each component is assessed against the standard in force when it was installed — the original fence may pass under its old standard while a 2018 gate replacement must meet current AS1926.1.
Inland and stable. Grovedale's inland positioning gives it good hardware longevity — galvanised steel typically 10+ years. The bigger issue here is post movement on the older 1970s-1980s installs where post depth doesn't always meet current spec; combined with normal soil movement over decades, post alignment can drift outside the compliance envelope. The 1200mm fence height rule covers exactly how we measure that against a sloping or settled block.
How Grovedale compares to its neighbours. Waurn Ponds next door is a much newer suburb — mostly estate development, so its failures skew toward handover-stage hardware rather than the mixed-era component question we run into constantly in Grovedale. Highton shares Grovedale's older housing but throws in sloping-block height measurement as its own wrinkle. If a friend in either suburb tells you what tripped up their inspection, don't assume it applies to yours — the failure pattern really does differ by suburb here.
If a barrier doesn't pass first time, the Grovedale re-inspections page covers the free follow-up in detail. Planning a new pool or upgrading an older barrier first? The Grovedale compliance consultation is worth booking before the work starts, and it's the same $250 flat fee either way. For what the certificate itself covers, see the Form 23 certificate guide.
Yes. Every pool or spa capable of holding more than 300mm of water has to be registered with the City of Greater Geelong within 30 days of completion. Once registered, the barrier then moves onto the statewide rolling compliance cycle — a re-inspection falls due every four years from the date of the last Form 23. In Grovedale's mixed-era stock, that registration record is also the fastest way to work out which standard your barrier was actually built to comply with — useful before you assume a fix that applied to your neighbour's newer gate also applies to your original 1980s fence.
Not sure whether your Grovedale pool is currently registered, or when it was last inspected? That's worth checking before booking — call and we can usually work it out over the phone. For the fuller picture on how the council process works across the whole municipality, see the Greater Geelong compliance guide.
