It can. Skeleton Creek runs along the northern edge of the suburb, and the state's planning maps show two Land Subject to Inundation Overlay areas along that corridor. Under the middle of Seabrook the ground is mapped as swamp and lake deposits over basalt plain. Soil like that takes on water through winter, then dries and cracks over summer, and a gate post set in it can lean a fraction between seasons.
Gates that have stopped self-closing or self-latching are the defect we write up most across all our jobs, and moving ground is one quiet cause. A gate that shut cleanly in July can hang on its latch by February. That's why the gate gets swung from several positions and let go, rather than tested once from the usual side. It has to close and latch every time.
Backing onto the creek doesn't give you a barrier. A yard that opens onto the Skeleton Creek reserve and trail (the entries are off Carinza Avenue, Clarendon Court and the southern end of Merton Street) still needs its own compliant barrier around the pool, and where a boundary fence does that job, its outside face is checked for anything a child could climb. The bay is about four kilometres away, close enough for salt air to be a mild factor on hinges and fixings. Our note on salt air and pool hardware goes into it.
We inspect in Williams Landing and Laverton as well, against the same Victorian barrier rules. We also have a page for Form 23 inspections in Point Cook. Registration and lodgement are in the Hobsons Bay lodgement notes. Comparing quotes? Here's what the $250 includes.
Actually in Werribee South? That page is the better fit.
Often, yes. The 2021 Census counted 1,806 dwellings, almost all separate houses, so nearly every pool here sits on its own lot behind its own barrier. A typical block is about 540 square metres, which leaves little room to set a pool back from the boundary, so one side of the barrier is often the boundary fence itself.
When a boundary fence forms part of the barrier, we inspect it the way we would a purpose-built pool fence: its condition, any gap at the base, and anything on either side a child could use to climb. Retaining edges, raised garden beds, a neighbour's shed or a stack of timber all count. You can't always shift what's over the fence, so it goes in the report and we talk through what can be done.
Owners-corporation pools are rare in a suburb of detached houses. If yours is shared, mention it at booking so the right person can be there.
Seabrook began as the Western Gardens estate, and Seabrook Primary School opened in 1997. That points to a mid-1990s estate, built out through the late 1990s and 2000s. Take it as the likely range for the suburb, not a record for your house; there's no dated approval for each stage. Your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built), and we confirm that on the day.
A pool from that period likely has a barrier built to an earlier edition of AS 1926, with original hardware that has had twenty-odd years of daily use. Hinges work loose. Spring closers weaken, and latches drift off the strike plate. Each of those is a hardware repair, not a new fence.
Working out which edition applies is our job, not yours. At the end of the walk-round you hear what passed, what didn't and what to change, and the return visit after the work is free.
Once the barrier passes we issue the Form 23 on site, and you lodge it with Hobsons Bay online through the council portal. The four-year cycle runs from the date the council records that lodgement. Across the municipality the council's register holds 2,134 registered pools and spas. Most owners book after a council reminder letter arrives. The portal link, timeframes and steps are on our Hobsons Bay page.
A brand-new pool is different. The building surveyor on the permit signs it off, and we come in later, at the first four-year inspection.
We've done a small number of inspections in Seabrook so far. Visits are grouped by area as bookings come in, which is why a slot in the same week is common. The price is $250 flat, and a routine fail gets a written fix list and a free return visit. There's more on what a pool inspection costs across Victoria, and a list of all the areas we cover.
