Much of the suburb is still being built. The precinct structure plan was approved in November 2016, and parts of Rockbank are still new-estate land under the Urban Growth Zone. A pool put in on one of those estates usually falls in the 2012-edition era of AS 1926.1, and we test the barrier against the standard recorded for that particular pool.
A few summers after handover, the builder's original work is rarely what we write up. Wear is. Gates stop closing on their own, a latch drifts out of line, hinges work loose. The other repeat finding is whatever went in later: a deck, a planter box or a pergola close to the fence can hand a child something to climb.
At the 2021 Census the suburb had 1,057 private dwellings, most of them separate houses on their own lots. On a typical lot the barrier is a mix of boundary fence, house wall and gate, so we walk the whole perimeter instead of checking the gate and leaving.
It can be, slowly. The middle of Rockbank sits on basalt plain ground, part of the volcanic country west of Melbourne. Clay weathered from basalt can swell in a wet winter and shrink again in a dry summer, and after a few seasons of that a post can lean or a gate can hang off true.
So the gate gets most of our time on a job here. We open it from several positions, let go, and watch whether it swings shut and the latch catches every time. Across all our jobs, a gate that fails this test is the fault we record most often. The cause is usually small: a tired hinge, a weak closer, a latch knocked out of line.
You can run the same test before we arrive. Open the gate all the way, take your hand off, and see whether the latch engages without help. Our Pool Gate Self-Close Test Victoria: 30-Second Check takes you through it.
Possibly. State planning data shows heritage overlays apply in parts of Rockbank, so not every pool here sits on a new-estate block. On an overlaid lot, replacing a fence can need a planning permit before work starts.
Our report says what failed and what has to change. Whether the fix needs a permit is yours to check, and it doesn't take long: VicPlan, the state's free planning map, shows the zone and any overlay for an address. If the report calls for a new run of fence on an overlaid lot, get the permit sorted before you book the fencer.
Melton City Council covers the whole suburb, and council doesn't inspect pools itself. When the barrier passes, the certificate is issued on site. From there, the owner lodges the Form 23 with council within 30 days of its issue date, and the four-year cycle runs from that lodgement, not from the day of our visit.
Only the owner can register a pool or spa with Melton, either through eCouncil online or at the counter in the Civic Centre on High Street, Melton. Fees and each step are set out on our Melton council pool compliance page.
For the inspection itself, item by item, read what a pool safety inspection covers. Other suburbs we travel to are listed under all service areas.
