Not harder, but longer. Much of the locality is mapped as larger blocks in low density residential and farming zones, so a pool can sit well back from the house, with a barrier made of several parts: some house wall, a run of fence, a gate or two. We test each part on its own. On acreage that means more walking than on a town block, so tell us about any extra gates when you ring.
A farm dam, a rainwater tank or a drainage line is not a pool fence, and neither is a paddock rail around the lawn. The barrier has to close off the pool itself. We start at the water's edge and work outwards to every point a child could get through, checked against the standard recorded for it when the pool was registered with council (the one in force when it was built), not a later one it was never built to.
The fault we write up most, on any job, is a gate that won't swing shut or catch its latch. Hinges sag, closers wear out, strikers drift out of line. Anything that fails goes on a written list, and the return visit is free. The full visit is set out under pool barrier inspections.
We also cover Jan Juc and Torquay. We also cover barrier inspections around Anglesea. For deadlines and lodgement, see the council process for Surf Coast. Can your fencer sign it off? See who is allowed to inspect a pool.
Winchelsea is covered as well. Living just over in Moriac? That page fits better. If you'd rather fix things before the inspection, a pre-inspection consultation in Torquay goes through the barrier with you first. If something fails on the first visit, the free re-inspection for Torquay pools is included in the $250.
The planning maps show bushfire, vegetation and environmental overlays across treed blocks, significant landscape overlays on parts of the locality, and two heritage overlays; the Great Ocean Road is on the Victorian Heritage Register, though that listing has nothing to do with a pool barrier. An overlay decides which works need a permit. It doesn't change what we check. A free VicPlan report for your address shows which ones apply.
Where overlays bite is after a fail. If a fence needs replacing and the lot sits in a landscape or heritage overlay, find out whether a permit is needed before you order the new one. That part is the owner's; we record the defect and don't approve works. Bellbrae also has conservation and parkland beside residential land, so some barriers back straight onto bush, and we treat branches or shrubs near the fence as somewhere a child could climb.
The ground affects gates too. There are low-lying parts mapped for inundation, and a salinity overlay, and the geological map puts the middle of the locality on Jan Juc Formation and Demons Bluff Formation ground. Clay and weathered rock shift with the seasons, so a gate that swung freely in winter can drag by summer. The barrier inspection checklist lists what we look at.
Preferably, yes. If you can't be, someone else such as an agent, tenant or neighbour can let us in; sort that out when you book. The 2021 census counted 570 dwellings, about 98 per cent separate houses, and about 17 per cent unoccupied on census night (ABS QuickStats). A house left empty for weeks is where small barrier faults build up unnoticed.
A latch dries out, a pot plant ends up against the fence, a chair is left by the gate. When you book, tell us who will let us into the pool area and the rest of the property, and we'll confirm the arrangement with you before the day.
Going away for a while? Book before you leave. The barrier has to be right between stays, not only on the morning we turn up.
No. Council does not inspect pool barriers, so a private inspection is needed even if someone from the Shire looked at the fence recently. Both of the owner's steps happen on the Shire's website: online registration and online certificate form.
When the barrier passes, Ryan fills in the Form 23 at the pool before he leaves, and you send it to the Shire. The four-year cycle runs from the day council receives it. Most people searching for a pool safety certificate in Bellbrae mean this form. The Shire's fees and deadlines are on our Surf Coast pool compliance page.
Most owners book when the council's reminder letter turns up; if its wording is unclear, the council pool barrier letter page explains it. A newly built pool is a different matter: the permit surveyor signs that one off, not us. Every locality we cover is on our service areas page.
