Servicing St Leonards & Surrounds

City of Greater Geelong — flat $250, no hidden fees, no callout charges. Your barrier is inspected against the standard City of Greater Geelong has registered for your pool — see Greater Geelong pool compliance — and the pool barrier inspection itself takes about 30 minutes. If your council has already sent you a letter, what a council pool barrier letter means walks through the dates on it and what happens next.

St Leonards and Indented Head at a glance

St Leonards and Indented Head sit next to each other on the eastern Bellarine coast, and both had a high share of unoccupied dwellings on Census night 2021. In St Leonards, 1,266 private dwellings were unoccupied that night, about 45%. Indented Head had 630, about 51%. The Victorian figure was about 11%. Of the occupied dwellings, about nine in ten in St Leonards were separate houses, and almost all in Indented Head (ABS QuickStats, St Leonards; ABS QuickStats, Indented Head). “Unoccupied” only means nobody was there on the night, which fell in August.

You don't have to be there: the inspection can be arranged around access, without anyone on site.

St Leonards and Indented Head are in the City of Greater Geelong (not the Borough of Queenscliffe), so the pool owner lodges the Form 23 online with Greater Geelong; the nearest council counter is listed on our Drysdale page.

Overlays to check before barrier work

Around the St Leonards town centre, state planning data shows areas under the Land Subject to Inundation Overlay, four Heritage Overlay listings (HO1559, HO1573, HO1574 and HO1595) and parts covered by a Bushfire Management Overlay. Indented Head has its own inundation and Special Building Overlay areas, plus one heritage listing, HO1607. Check VicPlan for your address before you book fence or barrier work; an overlay can affect whether works need a planning permit. A free VicPlan property report lists the zone and every overlay on a single lot. The counts above come from Vicmap planning data for the area around each town centre, read in October 2026, and plenty of individual addresses sit outside all of them.

Getting to St Leonards

From Drysdale, Murradoc Road runs east to St Leonards in about 15 minutes. Coming from Clifton Springs takes about 20. Indented Head is a few minutes north along the coast. In town, the pier, Edwards Point Wildlife Reserve and the Salt Lagoon State Nature Reserve are the easy reference points. This is St Leonards in Victoria, not the Sydney suburb with the same name. Back west along the bay, Portarlington has a page of its own. When you book, the street address is all we need, and access to the pool area can be sorted at the same time.

The pier, the bay and the pool in the yard

Summer in St Leonards happens around the pier. It runs out into Port Phillip Bay, there are sandy shallows near the shore, and in the warm months there's swimming and snorkelling all round it. You'll also see people jump off the pier in summer (we don't recommend it). In season, there's squid fishing off it as well, and Edwards Point Wildlife Reserve is along the coast.

Swimming this good on the doorstep makes it easy to forget the pool or spa in the yard, which still needs its inspection and a barrier that complies. A gate that no longer latches, or a pot plant shifted against the fence over winter, is worth finding before the weather turns.

When the barrier passes, we issue the Form 23 on site, and the pool owner lodges it with the City of Greater Geelong. If you'd rather have it sorted before summer, book a St Leonards pool inspection.

St Leonards Pool Inspection Questions

Is St Leonards in the City of Greater Geelong or the Borough of Queenscliffe?
The City of Greater Geelong. Queenscliff has its own council, the Borough of Queenscliffe, and St Leonards is not part of it. You lodge the Form 23 online with Greater Geelong, and the AS 1926 edition that applies is the one on your council registration.
Do you also inspect pools in Indented Head?
Yes. Indented Head is a few minutes north of St Leonards and is also in the City of Greater Geelong, so the inspection is the same $250. If the barrier passes, the Form 23 is issued on site and the pool owner lodges it online with Greater Geelong within 30 days.
Can the inspection go ahead if no one is at the property?
Yes. Access to the pool area is arranged with you when you book, so nobody needs to be there on the day.
Do inundation or heritage overlays change my pool barrier?
An overlay can affect whether fence or barrier works need a planning permit. Parts of St Leonards are under the Land Subject to Inundation Overlay or a Heritage Overlay, so check VicPlan for your address before any barrier work starts.
