In Short: In a Docklands or Southbank tower, the owners corporation usually holds the pool registration and books the four-yearly inspection. For a house in Carlton or East Melbourne, that's you. Either way I inspect the barrier for $250 flat and issue the Form 23 on a pass, and the certificate then goes to the City of Melbourne within 30 days, with council's lodgement fee.

How do I register a pool or spa with the City of Melbourne?

Start at the council's register a swimming pool or spa page. Registration is compulsory for every pool and spa in the municipality that can hold more than 300mm of water, whether in-ground, above-ground, indoor, inflatable or relocatable. The current fee and steps are on that page, and I'd trust it over a figure copied onto another website.

It's done once per pool. After that the recurring job is the barrier inspection. A brand-new pool's first sign-off belongs to the building surveyor on the permit, not to me.

Where does a City of Melbourne Form 23 go, and who lodges it?

To the City of Melbourne, within 30 days of the date I issue it. For a body-corporate pool, whoever holds the registration does the lodging, which usually means the owners corporation or its building manager.

How council wants the certificate sent, and what it charges to lodge it, are for the council's own registration and compliance page to answer; its fee is separate from my $250 and I don't quote it. Pool inspection cost Victoria sets out what the $250 includes, and Form 23 certificates covers what the certificate states.

How often does my pool barrier need re-certifying in the City of Melbourne?

Every four years, on a date specific to your pool. Under regulation 147V of the Building Regulations 2018, each time a certificate is lodged the City of Melbourne must write back with the lodgement date and the next due date. File that notice where the next building manager will find it.

Before the inspection, the pool compliance checklist is worth ten minutes, for a shared building pool or a backyard one.

What happens if a City of Melbourne pool fails inspection?

A written Non-Conformance Report lists the items, the owner gets time to fix them, and I come back for our free re-inspections (included in the $250). On a pass, the Form 23 follows straight away.

In a shared building, take the report to the owners corporation or facility manager the day it arrives. Repairs to common property generally need their approval before a trade can start, and approval takes time. A Form 24 non-compliance certificate is the last resort, kept for an immediate threat to life or repairs that never happen, and it has to be lodged with council as well.

Who's responsible for a body-corporate pool in Docklands or Southbank?

Usually the owners corporation — not the individual apartment owner. Docklands was built as a high-rise precinct around Victoria Harbour, and its pools overwhelmingly belong to apartment towers and are managed as common property. Registration, booking the four-yearly inspection and lodging the Form 23 normally sit with the owners corporation or the building manager it appoints. The barrier itself is checked against the same regulations as a backyard pool in Parkville.

If you sit on a committee, find out now who holds the registration paperwork and the last council notice. Building managers change, and the due date has to survive the handover.

Melbourne Pool Compliance FAQs

Do I register my apartment building's pool myself?
Usually not. In Docklands and Southbank towers, registration and lodgement generally sit with the owners corporation or its building manager. If you own a house with its own pool, the registration is yours, done once through the City of Melbourne's registration page.
Is council's lodgement fee part of your $250?
No. The $250 covers my inspection, travel and the certificate. Council's lodgement fee is separate, and the City of Melbourne's pool page is where to find today's amount.
Where is my next due date written down?
In the notice the City of Melbourne sends after each lodgement. Regulation 147V requires it to confirm the lodgement date and the date the next Form 23 is due, four years later.
Is a Carlton terrace pool inspected differently from a Docklands tower pool?
No. The process and regulations are the same across the municipality, and I check each pool against the standard that applies to it. What differs is who books and pays: the owner for a Carlton house, the owners corporation for most tower pools.
What does a failed inspection mean for a body-corporate pool?
You'll get a written Non-Conformance Report, and the repairs usually need owners corporation approval first, so start that early. Once they're done, free re-inspections are included, and a pass means the Form 23 is issued.
Can a building manager issue the pool certificate?
No. Only a registered building surveyor, a registered building inspector or a registered pool safety inspector can inspect a barrier and issue a Form 23 or Form 24, and those registrations are regulated by the Building and Plumbing Commission (formerly the VBA). A builder, plumber or landlord can't issue one either.
