Pool Safety Inspection and Form 23
We inspect the whole pool barrier, and if it passes we issue your Form 23 on the spot.
BPC (formerly the VBA) registered pool safety inspector for Drumcondra. Form 23 issued on site when the barrier passes, $250 flat.

This suburb carries more heritage protection than its size suggests. State planning data shows 14 separate heritage overlays across it, and one place is listed: Lunan House (Victorian Heritage Register H0673), built 1849-50. Whether your own lot sits inside one is worth finding out before you spend money, because an overlay changes what happens if a fence or gate has to be replaced.
Overlay or no overlay, the inspection itself doesn't change. We check the barrier on the day and write up anything that fails. What an overlay can change is the repair. Replacing a fence or gate inside one may need a planning permit from the City of Greater Geelong, and works near a register-listed place can need Heritage Victoria approval. That permit path belongs to the owner, not the inspector.
A VicPlan search by address shows the overlays on a lot, so run yours through it first. Many fails turn out to be a latch, a closer or a gate that needs re-hanging, and repairs of that size are worth pricing before you assume a full replacement. If a new fence does look likely, ring us before you order anything.
The $250 visit is the same if you're in Rippleside or North Geelong. If you're closer to Geelong West, our page for that suburb has the local detail. For the council steps, see the Greater Geelong pool barrier page. Before we visit, check the 900 mm non-climbable zone; pots and garden beds are the usual catch.
The suburb sits on the Corio Bay edge, and state geology mapping lists two things under its centre: Newer Volcanic Group basalt and Moorabool Viaduct Sand. That mapping is coarse, so read it as a general picture, not a verdict on your yard.
Ground like this can move with the seasons, and either soil type can nudge a gate post out of true over a few years. It is a good part of why the most common defect across all our jobs is a gate that no longer self-closes or self-latches. So on the day every gate gets swung from several positions, not just the one you use, to check it shuts and catches every time. A post that has leaned slightly shows up there before it shows anywhere else.
Where lots are close to the water, fixings can also wear faster than they would inland. Our note on coastal hardware wear covers which parts to replace and when.
The 2021 Census counted 249 private dwellings, 19 unoccupied, in Drumcondra. Among the occupied homes the count was 198 separate houses, 15 semi-detached or terrace and 7 flats, so nearly nine in ten are standalone houses. The zoning matches: residential zoning with a commercial strip and parkland.
On a standalone house the barrier is usually a purpose-built pool fence. Where a lot is tight, a boundary fence often doubles as part of it. That is allowed, but the shared section is checked as closely as any pool fence: its condition, anything climbable stacked against it, and any gap. A bench or a set of pots on the pool side can turn a passing fence into a failing one.
If the house is empty, whether it is listed, let or between owners, it's best if you can be there on the day. If you can't, an agent, tenant or neighbour can let us into the pool area; sort out who when you book.
The suburb runs between Melbourne Road and The Esplanade, with Glenleith Avenue and Bell Parade as the other boundaries and Corio Bay on the water side. Our nearest base at Clifton Springs is about 28 minutes away by road. Tell us your street when you ring, because we plan the day's visits around where the jobs fall. The number's at the bottom of the page.
Every address here falls under the City of Greater Geelong. A council reminder letter is the usual prompt to book. When the barrier passes, we issue the Form 23 at the gate, and the lodging is yours, done online with the council. There's no middle step: owners lodge it themselves. And when a buyer asks for a pool safety certificate at sale, they mean that same Form 23. The four-year cycle is counted from the day the council records it. Steps and fees sit on our Greater Geelong page. A brand-new pool is the permit surveyor's job, not ours; we come in at the first four-year check.
A failed item comes back to you as a written list. Once the work is done we return and look again at no charge. The statewide cost breakdown explains the $250, and the full list of service areas shows where else we work. To book, ring 0402 860 499 or send your street address through the enquiry form.
