Return Visit After Repairs
Fix what's on the written list, then tell us, and Ryan comes back to check the barrier again.
A BPC (formerly the VBA) registered pool inspector covering Burnside and the City of Melton, with the Form 23 issued on site when the barrier passes and one flat $250 fee.

After hours or can't talk right now? Leave your name and number and Ryan will call you back the same day where we can.
Kororoit Creek runs along the eastern and northern edge of the suburb. Where a lot backs onto the creek reserve, that open ground is a view and nothing more. A pool in the yard still needs its own compliant enclosure, and when the rear fence forms one side of it, Ryan walks the reserve side too, looking for anything a child could use as a step.
Most of the trouble starts underfoot. The map puts basalt plains ground under the middle of Burnside, and closer to the water, parts of the suburb along the creek sit under flood-related planning overlays. Clay on that kind of ground swells and shrinks with the seasons, so posts lean and hinges drop, and a latch that met its keeper cleanly in autumn can miss it by spring. That's why the gate is opened to several positions and let go each time. It has to swing shut and latch on its own from every one of them.
Garden beds get a second look, because the planning maps show creekside reserves and landscape-protected land in parts of the suburb. A shrub growing against the barrier counts as something to climb, protected or not. Where a protected tree is the problem, Ryan records it as a defect, and any permit to remove or cut it back is the owner's to sort out. No heritage overlay applies in Burnside, so a replacement fence shouldn't need a heritage permit.
If you're actually in Burnside Heights or Caroline Springs, nothing changes: same visit, same fee. We also do pool inspections in Cairnlea. For how council wants the Form 23 lodged, see the Melton compliance guide. Unsure whether council has the pool registered? Here's how pool registration works.
The 2021 Census counted 1,885 private dwellings in the suburb. Of the occupied ones, about 85 per cent are separate houses, with townhouses making up most of the rest (ABS 2021 QuickStats). On a house block the pool usually has an enclosure of its own inside the yard. Townhouse lots are tighter. The boundary fence often ends up as one side of the barrier, and then the neighbour's side of it is checked as well.
What lets a shared boundary fence down is usually something parked against it, like a planter, a bench, the wheelie bins or a stack of spare pavers. Any one of those gives a small child a step up and over an otherwise sound fence, and moving it is often the whole repair.
Burnside is in the City of Melton, and Melton says plainly that it doesn't carry out pool and spa inspections. Owners engage a registered inspector instead, and the certificate council is waiting on is the Form 23.
When the barrier passes, Ryan writes up the Form 23 there and then. Lodging it with council is your job, within 30 days of the date on the certificate, and the four-year cycle runs from that lodgement rather than from the day of the inspection. Our Form 23 Certificate Victoria guide walks through the paperwork in more detail.
Registration fees and counter details are on our Melton council pool compliance page, which we keep up to date as the council changes them.
It's under 40 minutes from Maddingley. Burnside sits on the old Western Highway, now Ballarat Road, between Caroline Springs and Deer Park. Burnside Heights, the suburb to the north of the creek, was split from Burnside in 2005, so owners use either name, and we cover both. Bookings are grouped by area as they come in, and most are inspected within the same week.
For a vacant or tenanted house, mention it when you book so access to the pool area can be agreed beforehand. All we need to start is the street address. Call Ryan on 0402 860 499 or send it through the contact form, and we'll reply with a time for the pool barrier inspection.
The suburb is listed with all service areas we cover, and the fee and process here are the same as for our pool safety inspections across Victoria.

Before the inspection itself, a consultation works out what a fence or gate here needs and what to fix first.
Having the barrier assessed before contracts are signed keeps a defect from surfacing at settlement.
