Free Re-Inspections
A barrier that did not pass gets a written list. Fix the items and the second visit costs nothing.
BPC (formerly the VBA) registered pool safety inspector for the river-mouth foreshore and the farm lots behind it. The Form 23 is issued on site when the barrier passes, and the fee is $250 flat.

We start pool inspections in Werribee South at the gate, then look down at what the fence is standing on. State geology mapping shows a basalt plain with coastal dune deposits, running out to the foreshore where the Werribee River meets Port Phillip Bay. The two grounds misbehave in different ways. Basalt clay swells and shrinks with the seasons, while dune sand lets posts settle, and either one can leave a gate that shut cleanly in winter dragging on its latch by summer. That's why latch alignment is checked on every visit.
Closer to the water, salt air and the wind off the bay wear out hinges, springs and latches faster than they do inland. So the gate is swung and let go, more than once, to see that it still closes and latches on its own; a gate that has stopped doing either is one of the defects we write up most. Water at the back of the block doesn't change the job. A beach or the river is not a pool barrier, so it's the fence around the pool that gets inspected, and the full checklist is on our pool barrier inspection page.
From Point Cook or Hoppers Crossing, the visit and the $250 fee are the same. If you're closer to Seabrook, our page for that suburb has the local detail. The Wyndham compliance guide covers council's side of things. Not sure the pool is on council's books? Read how pool registration works.
Possibly, though it may need a planning permit first. Vicmap planning data read in October 2026 shows 17 mapped heritage overlays, including Werribee Park (VHR H1613), in and around the suburb, plus environmental and landscape overlays near the coast. Our job stops at the defect. If a gate, hinge or panel fails, it goes on the written list; whether swapping it out needs a permit is between the owner and Wyndham City Council. To see which overlays touch your block, pull the free VicPlan property report for the address.
Plenty of addresses sit outside all of those overlays anyway. And whatever the controls say about the planting, a garden bed next to the barrier is still checked as something a child could climb.
Zoning here is a mix of residential, farming, green wedge and growth-area land, and a pool can sit on any of it. The 2021 census put the suburb at 1,167 private dwellings, about three in four occupied homes separate houses (ABS QuickStats, Werribee South). Roughly one in six occupied dwellings is a flat or apartment. Much of the farmland was Chirnside pastoral country, bought by the State between 1904 and 1909 for closer settlement. The irrigated Werribee Estate followed in 1912, soldier-settler farms went in along Diggers Road after the First World War, and market gardening is still a major land use.
A big lot changes the walk-around, not the rules. Boundary runs are long, and sheds, tanks or outbuildings can stand near the pool, so we look at what could be climbed and how the gate is reached from each side. An older farmhouse pool is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built). Where several dwellings share one pool, we confirm at booking which barrier and gate belong to the registered pool.
Wyndham City Council, and you lodge it, not us. The certificate is handed over at the property as soon as the fence and gate pass, and council wants it lodged through its online portal within 30 days of issue. The next four-year round counts from the date council lodges it. Fees and council's steps are kept on our Wyndham pool compliance page, in one place. Got a letter from council? What a council pool barrier letter means walks through the dates on it.
Jobs are grouped by area, so a Werribee South booking is fitted in with others nearby, usually via Duncans Road, Diggers Road or K Road by Werribee Park, off the Princes Freeway. We've done a small number of inspections in the suburb so far. All we need to book is the street address. A brand-new pool is signed off by the permit surveyor, not by us. Closer to the township? Our pool inspections Werribee page covers it, and areas we service lists the other suburbs nearby.
