Who inspects a Deanside pool barrier if council won't?

Melton City Council does not inspect pool barriers. Its pool registration page leaves that check to a registered surveyor or pool safety inspector, and that's the booking you make with us: $250 flat, with nothing added once we're at the gate.

When the barrier passes, you get the Form 23 in your yard before we pack up. Lodging it is the owner's part. Melton wants it within 30 days of the date of issue, through the eCouncil portal or over the counter at the Civic Centre on High Street. Council's lodgement and registration charges sit on top of ours, and our Melton pool compliance page links the current fee schedule.

Your four-year cycle counts from the day council records that lodgement, not the day we inspected. A pool that has only just been built is a different case: the permit surveyor signs it off, not us. If council has already written to you about the pool, keep the letter beside you when you ring.

Nearby, Fraser Rise and Caroline Springs have their own pages. For Aintree, read the Aintree page; for lodgement, see the Melton lodgement notes. There's a breakdown of what the $250 includes if you're comparing quotes.

Rockbank is covered as well. If you'd rather fix things before the inspection, a Fraser Rise compliance consultation goes through the barrier with you first. A defect on the first visit doesn't mean a second fee: the Fraser Rise re-inspection is included. Our Taylors Hill page is the place to start for homes in that suburb.

Estate lot or rural parcel: does it change what the inspector checks?

Deanside only became a suburb in 2017, carved out of land that used to be split between Rockbank and Plumpton. The 2021 Census counted 221 private dwellings, all of the occupied ones separate houses (ABS QuickStats), so every pool has its own barrier on its own lot and there are no shared complex pools. The planning map shows a mix of new-estate growth zoning and larger rural conservation and farming parcels. A compact estate allotment and an acreage block can be a few minutes' drive apart.

On a newer estate lot the fence hardware has had less time to wear, so the things to check are what's been added since: a deck built up to the palings, a raised planter bed, the outdoor setting, a wheelie bin left against the fence. A small child could climb any one of them, and each goes into the report. Gates are the other usual problem. One that won't swing shut and latch by itself fails, whether the hinge has worn, the closer has lost tension or the latch has drifted out of line.

Acreage takes longer to walk. There's more fence, with more corners where a water tank, a stack of pavers or a low branch gives a child a way over. A farm dam isn't a pool barrier and can't stand in for one. What we inspect is the fence around the pool or spa.

Does basalt plains ground move a gate between inspections?

It can. The geological map puts the middle of the suburb on sheetflow basalt, which makes this basalt plains ground. Soils weathered from basalt swell when they're wet and shrink and crack as they dry, and a gate post set in them can slowly lean. Once a post leans, the gate hangs differently. So we try every gate from more than one position, fully open through to just ajar, and watch whether it closes and latches without help each time.

In Deanside, some low-lying land carries inundation overlays, and part of the suburb is mapped as Urban Floodway Zone. If your pool sits on the low side of the block, tell us when you book. Wet footings let posts shift and can open gaps under fence panels. When ground movement caused the fail, the repair is usually a re-set post or a re-hung gate, and our return visit to check it is free.

Can a planning overlay hold up a pool fence repair?

It can, because parts of Deanside carry environmental and landscape overlays. If a tree or hedge leans on the barrier, our report lists it as a possible climbing point. Council decides if it can be pruned or removed under the overlay, and the application is yours to make.

Heritage controls are the other one to check. In this suburb the Deanside Homestead Complex is on the Victorian Heritage Register, and heritage overlays are mapped around it. Replacing a fence inside a heritage overlay may need a planning permit before any post holes go in. Our report says what the barrier needs; any permit is up to the owner. Look your address up on VicPlan before you book a fencer, since a repair waiting on a permit means the certificate waits as well.

How far is the drive, and how do I book?

Deanside is about 29 minutes from our Maddingley base. Runs are planned around where bookings come from, so a Deanside job can share a day with others nearby. On the phone, the street address is all we need.

If the barrier meets the standard, the Form 23 is issued on site, same visit. If it doesn't, you get a written list of what failed. You arrange the repairs and we come back to check them at no charge. Our guide to the steps after a failed inspection sets out the order. Ring 0402 860 499 or send an enquiry with your address. Deanside Pool Inspection Questions

Does Melton council do a Deanside pool inspection, or do I book one?
You book one. Melton's registration page says council doesn't carry out pool and spa inspections, so a registered inspector or surveyor does the check. Ours is $250 flat, with the Form 23 issued on site if the barrier passes. You then lodge it with Melton within 30 days.
Who lodges the Form 23 with Melton, and how long is there?
The property owner, within 30 days of the date of issue, online through eCouncil or at the Civic Centre counter. We issue the form on site when the barrier passes, and your four-year cycle runs from the day council records the lodgement. Council's fees are on our Melton page.
My pool is in a newer estate. What tends to fail after the builder's barrier passed?
Anything added since handover can fail it: decks, planters and furniture against the fence, or a gate that no longer closes and latches unaided (the defect we write up most across all our jobs). A brand-new pool is signed off by the permit surveyor, not by us.
I have a rural-style block. Do my dam or tank count as a barrier?
No. Neither replaces the fence around the pool or spa. A tank or a stack of materials near that fence is treated as a possible climbing aid and goes in the report if it's a problem. On acreage the walk takes longer, simply because there's more fence to cover.
How far is the inspector's drive, and how do I book?
About 29 minutes from our Maddingley base. Call 0402 860 499, or send an enquiry with your street address, and we'll offer a time that fits our run through the area. Bookings are grouped by area as they come in, and most are inspected within the same week.
What happens at re-inspection if my gate still won't self-close?
It stays on the list. Repair or replace the hinge, closer or latch, then book the free return visit. Once the gate shuts and catches on its own from every position, the Form 23 is issued on site, and you lodge it with Melton within 30 days.
