Inspection plus Form 23
One visit covers the full barrier check, and the certificate is issued on site on the day the barrier passes.
A BPC (formerly the VBA) registered inspector checks the whole barrier for a flat $250, and you have the Form 23 in hand before we drive off if it passes.

The middle of the township sits on basalt ground over older Castlemaine Group rock. Clay weathered from basalt is often reactive: wet winters swell it, dry summers shrink it, and a gate post set in it can lean a little from one season to the next.
It doesn't take much lean to pull a latch out of line with its catch, so the gate is where we spend longest. We let it swing shut from several open positions and watch whether it closes and latches without a push, then go over the hinges, the closer and the latch alignment one at a time.
Across all our jobs, a gate that has stopped closing or latching by itself is the defect we write up most often. On moving clay the problem can come back after a repair, so a gate fixed last year still gets the full test. Our note on pool gate latch height in Victoria explains where the latch has to sit and why.
Owners in Mount Egerton and Ballan book the same way. We also cover pool inspections in Lal Lal. For council deadlines, the Moorabool compliance guide is the place to look. If you don't know whether the pool is registered, start with how pool registration works.
Warrenheip is covered as well. Over in Blackwood, it's the same booking and the same price. A pre-inspection consultation in Ballan is the option if you want advice before booking the inspection. The free re-inspection for Ballan pools is part of the same $250 if the first visit finds a defect.
Moorabool Shire Council. Owners register online through the council's Greenlight portal and upload the certificate there. We issue the Form 23 on site when your barrier passes; lodging it is then up to you.
Moorabool asks for the barrier to be certified again every four years, and that count starts on the day council receives your lodgement, not the day of our visit. Uploading soon after the inspection keeps your next due date where you expect it.
Fees, contacts and the lodgement steps are gathered on our Moorabool council pool compliance page. The visit itself is the same Form 23 inspection service we run everywhere else in the state, at the same $250.
The planning map shows 21 heritage overlay areas in a small township, and two places, Gordon Railway Station and the Portland Flat Road Bridge, are on the Victorian Heritage Register. A pool on an overlay lot is held to the same barrier standard as any other.
The overlay comes into play at the repair stage. Rehanging a gate or replacing a closer on the existing fence may be simple. Putting in a new or different fence inside an overlay can need a planning permit from Moorabool Shire, and that question sits between the owner and council. Our report names each defect and why it fails, nothing more.
Ring council before you order materials. A fence that fixes the barrier can still be the wrong fence for the overlay, and the re-inspection only asks whether the barrier now works.
Past the middle of town the zoning map turns to rural living and farming land. The 2021 census counted 576 private dwellings in Gordon, and every occupied one was a separate house, which means each pool has its own enclosure to walk end to end: boundary runs, any section formed by a house wall, the gate and its latch.
Parts of the area carry bushfire and environmental significance overlays. What we care about is the strip beside the barrier. A low branch, a raised garden bed, a woodpile or a planter can give a small child a way up, so anything grown or stacked within reach of the fence goes in the report.
A dam or a tank on a big block plays no part in the barrier. The enclosure has to go around the pool or spa itself.
We do. Census night 2021 found 69 Gordon dwellings empty, so this comes up. It's best if you can be there; if you can't, an agent, tenant or neighbour can let us in. Sort out who that will be when you book.
Most bookings are inspected within the same week. Jobs are grouped by area as they come in, not run on set days, so a Gordon booking usually goes out with other Moorabool work. Call 0402 860 499, or send an enquiry with the address and a good number to reach you. Our full list of areas we cover shows where else we go.

One visit covers the full barrier check, and the certificate is issued on site on the day the barrier passes.
Work through the repair list, then book the return visit. It carries no charge.
Have the barrier checked before the contract goes out, so a sticking latch doesn't hold up settlement.
