The town sits on the Barwon River, where the Princes Highway crosses it on a stone arch bridge built in 1867. State planning maps put 52 Land Subject to Inundation areas and 7 Floodway areas inside the locality. None of that changes the standard we test to. And a river at the bottom of a yard isn't a barrier: the pool still needs its own fence and gate, whatever the water beyond them is doing.
Underneath is basalt plain and sand ground. Clay weathered out of basalt swells after rain and shrinks back over a dry summer, so a gate that latched cleanly at a winter inspection can be catching by the next summer. Look at fail lists from every town we cover, not only this one, and the item that turns up most is a gate that no longer swings shut and latches by itself. A hinge, closer or latch has usually drifted. We open it from several points, let go, and watch.
Posts get a firm push for lean as part of every pool safety inspection in Winchelsea. Parts of the locality also carry 17 Salinity Management Overlay areas, and on those lots we look harder at metal fixings and the base of any masonry. Our barrier inspection checklist covers the checks you can run yourself between visits.
The $250 visit is the same if you're in Moriac or Anglesea. Nearer Bellbrae? See that local guide for local detail. Council's side of things is in the Surf Coast pool barrier page. It's worth reading up on the 900 mm non-climbable zone before the visit.
Zoning here is a mix of township residential, low-density residential and farming land, so one pool sits behind a short stretch of boundary fence and the next is enclosed inside a long run on a farm-edge block. The 2021 Census counted 1,100 private dwellings in the town, and nearly all dwellings are separate houses (ABS QuickStats). A longer barrier takes longer to inspect. The standard it's held to is identical.
On a township lot, a boundary fence or a wall of the house often makes up part of the barrier, and we test those sections as closely as the pool fence itself. A bigger block just means more panels, posts and latches to walk. Farm dams and water tanks aren't pool barriers, and we don't assess them as one. Next door, Winchelsea South has 69 private dwellings, every one of them a separate house.
This is a long-established town with older and newer stock side by side. The railway from Geelong arrived in 1876, town sewerage followed in 1983, and the town was identified as a growth node in 2004. Pools from different decades come with different paperwork behind them, so if you hold the registration and any permit documents, have them out on the day. Empty houses are part of the stock too: about one in twelve dwellings was unoccupied on census night. We'd prefer someone to be there; if you can't be, tell us when you book who will let us in.
Sometimes, but check before you buy anything. The planning scheme maps 43 Heritage Overlay areas in the locality, along with 20 Significant Landscape Overlay and 16 Design and Development Overlay areas. There are also five Victorian Heritage Register places: the Memorial Grandstand and Gates, the Globe Theatre, the Winchelsea Bridge, Ingleby Homestead and Outbuildings, and Barwon Park. A free VicPlan property report for the street address shows whether any of them touch your lot.
Where an overlay does cover the lot, a new barrier fence may need a planning permit, and a block beside a registered place can carry extra limits. That application is the owner's to make. On the day we record what failed; we don't approve or design works, so ring the Shire before ordering materials. Often it never comes to a new fence, because an older gate with tired hardware can be repaired. Trees and garden beds close to the barrier count as something a child could climb, and if a vegetation overlay applies, ask council before cutting anything back.
To Surf Coast Shire, and the owner does the lodging. A pool that isn't registered yet goes on through the Shire's online building portal; one that's already on the register has its certificate sent in through an online form. The Shire states that it doesn't provide inspection services, and there's no pool counter at its Torquay office, so the private inspection always comes first.
When the barrier passes, Ryan hands you the Form 23 beside the pool on that same visit. Sending it to the Shire is your step, and the four-year cycle counts from the date it is lodged with council. Current fees and the register link live on our Surf Coast pool compliance page rather than here, so they're kept up to date in one place.
Owners usually book after a council reminder letter arrives. If the wording of yours is unclear, the council pool barrier letter page explains what it's asking for. A brand-new pool is a separate matter: the permit surveyor signs that one off, not us.
From Clifton Springs it's about 71 minutes by road. The town is on the Princes Highway, about 35 km south-west of Geelong, with Ombersley, Inverleigh, Buckley, Birregurra and Wurdiboluc as neighbours. Blocks out along Inverleigh-Winchelsea Road, Ingleby Road and Lorne Road, off the Princes Highway, go on the same run, and we only need the street address to find you.
There are no set Winchelsea days. Jobs get grouped by area as the bookings land, and most are inspected in the week they're booked. What happens during the visit is set out on the pool barrier inspections page, and the service areas list shows every locality we reach. Call Ryan on 0402 860 499, or send an enquiry with the street address and a time that suits.
