Barrier Inspection and Form 23
We test the fence, gate and latch around your pool or spa, and hand over the Form 23 before we leave if it passes.
A BPC (formerly the VBA) registered inspector tests your barrier and issues the Form 23 on site when it passes. $250 flat.

Mostly the gate. A pool barrier inspection in Marshall covers every part of the barrier, but on this ground the gate is where things go wrong. We open it from a few angles, let go and watch. It has to swing shut and latch by itself every time, and one miss is a fail.
The reason is underfoot. On the alluvial ground near the Barwon, the soil swells when it's wet and shrinks as it dries. A post that leans a fraction drags the hinge with it, so a latch that caught cleanly last summer can sit just short of its keeper this one.
Usually the repair is a hinge, a closer or a latch, not new fencing. Parts of Marshall carry flood and inundation overlays as well, and the planning maps show whether your block is one of them. An overlay doesn't change the test. It does explain why a gate on that ground drifts between visits.
Charlemont and Breakwater are in our service area as well. Closer to Grovedale? See our page for that suburb. Lodgement is covered in the council process for Greater Geelong.
Want the fence looked over before the formal inspection? Book a pool compliance consultation in Grovedale. There's a separate page for pool inspections in St Albans Park.
Not the test itself. What we assess is the fencing that encloses the water, and the size of the block doesn't move that line. Where a boundary fence also forms one side of the pool enclosure, we walk it end to end and check every panel, not just the run you can see from the house.
The planning maps show a mix of residential, growth and farming land, often side by side. What's built is mainly houses on ordinary lots: the 2021 Census counted about 1,100 dwellings, most of them separate houses.
Much of the growth land is still waiting on houses: the Marshall precinct plan was adopted in 2023 and maps out a 124-hectare precinct forecast for over 1,555 dwellings, centred on the station, so that ground is still at the planning stage. Pools built there later will be signed off by the permit surveyor with the new house. Our part starts at the first four-year check.
Yes. Anything a small child could use as a step near the fence goes on the list: a branch reaching over, a raised bed built hard against the panels, a firewood stack, a retaining wall that has crept up the line. Because river and reserve land runs through the suburb, a block that backs onto it needs a look along the outside of the fence as well as the inside.
We note each one with where we found it. Cutting back a shrub is an afternoon's work. A tree can be different, because some of the land near the river carries vegetation and environmental overlays, and whether it can come out is between you and council. We report the defect and leave that call with you.
Once it's cleared and any hardware on the list is sorted, let us know. The return visit is free, and when everything on the list checks out, the Form 23 is issued.
To book a pool inspector in Marshall, call 0402 860 499 or send an enquiry with the address and a note on how we get to the pool. Bookings are grouped by area as they come in, so there's no set Marshall day, and most are inspected within the same week.
If the barrier passes, we fill in the Form 23 and hand it to you on site. It's the document most people mean when they ask for a pool safety certificate. Lodging it is the owner's job, and with the City of Greater Geelong the order is simple: register online, lodge the Form 23 online. Your four-year cycle counts from the day council records your lodgement, not the day we inspect. Our Greater Geelong council guide has the steps.
Before we arrive, try the self-closing gate test yourself. It takes a minute, and a gate that hangs open is better found now than on the day. The full process is on our pool safety barrier inspections page.
