How do I register a pool or spa with Moonee Valley City Council?
Registration covers any pool or spa that can hold more than 300mm of water, whether in-ground, above-ground, indoor or inflatable, under Part 9A of the Building Regulations 2018. That catches the above-ground pool that goes up each December, not just the one set in concrete.
Check council's pools and spas page, linked below, or call council for how to apply and the current fee. Once you're registered, the recurring part is the barrier inspection. The pool registration Victoria guide covers the statewide side.
Where do I lodge my Form 23 with Moonee Valley, and what's the fee?
With council, within 30 days of the certificate's issue date. Moonee Valley's pools and spas page is the first place to look for how it wants the certificate sent and what lodging costs, and if it isn't clear there, ring council. Sort that out before inspection day so none of the 30 days go on finding out.
My $250 covers the inspection, travel and the certificate. Form 23 certificates explains what's on it.
How is my four-year due date worked out in Moonee Valley?
From your last lodgement. Under regulation 147V of the Building Regulations 2018, when council receives a Form 23 it must tell you in writing the date it was lodged and the date the next is due, four years later. The notice gives you the date. Getting a registered inspector out before it arrives is the owner's job.
My registration as a pool safety inspector is regulated by the Building and Plumbing Commission (formerly the VBA), and it's what allows me to issue a Form 23. Before booking, go through the pool compliance checklist.
What happens if my pool fails inspection in Moonee Valley?
A failed inspection means a written Non-Conformance Report and time to fix what it lists. Then I come back for our free re-inspections, and a pass gets you the Form 23.
Form 24 is not the next step. It's used when a barrier puts life at immediate risk and can't be made safe, or when the works never get finished. If one is issued, it goes to council like a Form 23 does.
Does an older Essendon or Moonee Ponds pool fail differently?
It fails against the same standard, for different reasons. Plenty of Essendon and Moonee Ponds blocks date from between the wars or just after, so a pool on one can be decades old. What gives out first on an ageing barrier is the moving hardware, usually a latch that stops catching or a spring that's gone slack.
If your address is out towards Keilor, check your rates notice. Keilor East is in Moonee Valley, but Keilor itself is split between Brimbank, Moonee Valley and Hume.
