In Short: $250, one visit, and the Form 23 on site if it passes. We test the whole barrier, gate included. On a pass you lodge the Form 23 with Melton City Council within 30 days. A fail gets a written list of defects, and once you've fixed them the return visit costs nothing.

Harkness and the suburbs around it

Harkness is in the City of Melton and borders Melton West, Melton, Kurunjang, Toolern Vale, Coimadai and Long Forest. Harkness Memorial Park (not yet open) sits in the locality as well.

Will flood, bushfire or heritage overlays affect a Harkness pool barrier?

They change where we spend time on site, not whether the barrier passes. Vicmap planning data shows nine flood-overlay areas touch the locality and two heritage overlay areas sit inside it, and bushfire and environmental overlays cover parts of the locality too. The checklist is the fence and the gate.

Where the ground moves, the gate shows it before anything else. Mapped ground varies from colluvium to older sedimentary rock, and no geology map can say whether the posts on your lot have shifted. We find that out on the day. Where a yard holds water after rain, a hinge post can lean a little more each season, and a gate that latched cleanly last time may now stop short. We open it fully and let go, then try again from half-open and from barely ajar; it has to close and latch by itself each time. When one stops short, look first at a worn closer or hinge, or a latch that has drifted out of line.

Arnolds Creek feeds the lake at Navan Park, and some streets sit close to that water. A view of it changes nothing at inspection; the pool in the yard still needs its own fence and a gate that shuts itself. On treed blocks toward the rural edge, a shrub, raised bed or woodpile against the fence is an easy step up for a child, so we check what's growing or stacked there. Heritage overlay lots carry one extra step. Replacing a fence there can need a planning permit, which the owner applies for; we only report the defect. Our heritage overlay and pool fence guide covers the permit side.

From Melton West or Kurunjang, the visit and the $250 fee are the same. If you're closer to Melton, our page for that suburb has the local detail. Council's side of things is in the Melton compliance guide. If you haven't had one before, here's what a Form 23 actually certifies.

Toolern Vale is covered as well. Not ready for the inspection yet? A pool compliance consultation in Coimadai walks through the fence with you first. If the first visit turns up a defect, the re-inspection in Coimadai comes back at no extra cost.

Does a house block, an acreage lot or an empty house change the inspection?

Mostly it changes the walk. The locality name dates from 2017, so the houses are not dated by it; we ask for the pool's registration year instead. Nearly every pool here is behind a house (2021 Census: 4,176 private dwellings, and about 94 percent of occupied dwellings are separate houses). That puts a boundary fence in most barriers. We check that fence from the neighbour's side as well. A shed, tree or raised bed over there can give a child the climb that your side doesn't.

Further out, urban, rural-living and farming land sit side by side. A rural-living lot can mean a long fence line with more hinges and latches along it, and more ground to cover between them. A farm dam or water tank is never part of a pool barrier. The pool on acreage gets the same checklist as one in a court.

Empty and tenanted houses are routine; the 2021 count had 154 unoccupied dwellings here. For those, the owner or agent arranges access before we arrive. Tell us how to reach the pool gate when you book.

Who lodges the Form 23 with Melton City Council, and how soon?

You do. Melton City Council lets only the property owner apply to register a pool or spa, and the owner lodges through the council's eCouncil portal or at the Civic Centre counter on High Street, Melton. Council doesn't inspect pools itself. That part needs a registered inspector.

We issue the Form 23 at the property on the day the barrier passes. Under council's rules a Form 23 must be lodged within 30 days of issue, so lodge it soon after we leave. The four-year cycle runs from council lodgement, not from the date we were on site. Fees, forms and the portal steps are on our Melton pool barrier compliance page rather than repeated here.

Most bookings start with a council reminder letter. Owners with one on the bench can read our explainer on the council pool barrier letter, which goes through what each part of it is asking for. New pools are a separate matter: the permit surveyor signs those off during the build, never LPI.

How long is the drive out, and how do I book?

Harkness is about 22 minutes from our Maddingley base. When an address is hard to find, we ask which is closest out of Coburns Road, Centenary Boulevard, Bulmans Road, Arnolds Creek Reserve and Navan Park. Bookings are batched by area as they come in, which is why most get inspected inside the same week.

To book, call 0402 860 499 or send an enquiry with the street address and a line about access. Other suburbs are listed under areas we service, and our guide on what to do after a failed pool inspection covers the repair and recheck.

Harkness Pool Inspection Questions

What do you check on a fence near a creek or park lake?
The same items as any barrier, plus the ground the posts stand in. Wet or shifting soil can pull a gate out of line, so we release it from several positions and it has to close and latch itself each time. The creek or lake is never part of the barrier.
What happens if the gate fails to self-close, and is a re-inspection free?
You get a written list of what failed. Fix those items, book the return visit, and we re-check just those items at no charge. Once everything passes, the Form 23 is issued on site. The usual fix is a worn hinge or closer, or a latch that has drifted out of line.
Which council do I register the pool with, and how do I lodge the Form 23?
Melton City Council. Only the owner can register, through the eCouncil portal or at the Civic Centre counter on High Street, Melton. We issue the Form 23 on site when the barrier passes, and you lodge it. The steps are on our Melton compliance page.
How long do I have to lodge the Form 23 after the inspection?
Within 30 days of the day we issue it. After that, council needs a new certificate. The four-year cycle counts from when council receives your lodgement.
Does someone have to be home, or can an agent let you in?
Preferably, yes, because we need access to the whole pool area and the property around it. If you can't be there, an agent, tenant or neighbour can let us in instead. Tell us who that will be when you book, so the visit isn't held up at the gate.
How soon can a Harkness pool inspection be booked?
Call 0402 860 499 or send an enquiry with the street address and who will let us in. Most Harkness jobs are inspected within the same week, because bookings are grouped by area as they come in. The fee is $250 flat, with a free re-inspection after any repairs.
