What does Maribyrnong need from me to register a pool or spa?
A completed Swimming Pool or Spa Registration Form and the fee. Council's list is broad. In-ground, above-ground, inflatable and relocatable pools and spas all count if they have "the capacity to contain water that is more than 300mm (30cm) deep", in the page's own words. If the form is confusing, customer service on (03) 9688 0200 can help you through it.
The fee is prescribed under the Building Regulations 2018 and depends on the application type. Maribyrnong points owners to its Building Services Schedule of Fees and Charges for the current amount, via the swimming pools and spas page. The Victoria-wide registration rules are the same ones every council works from. Once you know your due date, book the barrier inspection.
Where do I lodge my Form 23 with Maribyrnong, and what's the fee?
With council directly. Maribyrnong's pool page doesn't name an online portal for certificates, so call (03) 9688 0200 and ask how they want yours submitted, inside 30 days of the issue date on the certificate. A separate statutory fee applies when you lodge. The page doesn't give the figure, so ask on the same call or check the swimming pools and spas page.
Council's fee isn't part of my $250, which covers the inspection, travel and the Form 23 itself. Form 23 certificates explains what the document records.
How often does a Maribyrnong pool need a new certificate?
Every four years, by a registered building surveyor or building inspector, as Maribyrnong's page confirms. Your particular date is set by regulation 147V: once a certificate is lodged, council has to write to you with the lodgement date and the date the next is due. That letter beats any estimate.
Council's page dates the current rules from 1 December 2019. A pool that existed then isn't asking whether it needs a certificate any more, only when the next one is due. If it's been a while, go through the pool compliance checklist first.
If my Maribyrnong barrier fails, what happens next?
You get a Non-Conformance Report in writing, item by item. Fix what's listed in the time you're given and I come back for our free re-inspections, which are included in the $250. When it passes, you get the Form 23.
You'd only see a Form 24 if the barrier were an immediate risk to life that couldn't be made safe, or if the works never got finished. Maribyrnong doesn't list its fee for lodging one. State regulation caps it, and where councils do publish it, it sits far above the Form 23 fee.
Do older Footscray and Yarraville pools need different checks?
Same checks, different starting point. Footscray, Yarraville and Seddon have a lot of Victorian and Federation-era terraces and workers' cottages. Blocks are narrow, side access is tight, and the pool fence was added long after the house, sometimes with a boundary fence doing part of the job. I inspect against the standard that applies to your pool, but on these properties the boundary fence and the older gate hardware deserve a look before the day.
If the property's going on the market, there's a separate page on how a barrier inspection fits around a sale.
