In Short: A pool inspection in Hillside is $250 flat. A BPC (formerly the VBA) registered inspector walks the barrier and, if it passes, issues your Form 23 before leaving. You then lodge the certificate with your council, usually the City of Melton. A barrier that misses gets a written fix list and a free return visit.

Servicing the suburb and surrounds

The suburb sits about 24 km north-west of the Melbourne CBD, and the same $250 applies across it and the adjoining Sydenham, Caroline Springs and Taylors Hill.

How old are the barriers here, and what wears first?

Not very, by Victorian standards. Victorian Places has the suburb gazetted in 1998, and two primary schools opened in 2004, Parkwood Green south of the Melton Highway and Cana Catholic to the north. Schools follow rooftops, so both halves were filling in by then.

A pool usually came after the house, and its barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built). On fencing this age the panels and posts mostly hold. The hardware doesn't. Hinges work loose, closers lose their spring, a latch creeps off its strike plate.

The ABS counts 5,695 private dwellings, about 88 per cent separate houses. So the usual job is one detached lot, one pool, and a boundary fence carrying part of the barrier. We pass about nine barriers in every ten on the day. When one misses, it's most often a gate that has stopped shutting and latching on its own.

Next door in Sydenham and Fraser Rise, the visit and the price are the same. There's a page for barrier inspections around Taylors Hill too. Council's lodgement steps are in the council process for Melton. A two-minute job before we arrive is the gate self-close test.

In Diggers Rest, the booking and the price are the same. Want the fence looked over before the formal inspection? Book a Fraser Rise compliance consultation. If something fails on the first visit, the Fraser Rise re-inspection is included in the $250. If your place is in Burnside Heights, that page is written for you.

Does clay ground or a planning overlay change what gets checked?

The ground can. This is basalt plains ground, and where basalt has weathered to clay it swells in winter and shrinks in summer. A post leans a fraction, and a gate that swung shut cleanly in July is stopping short of its latch by February. We check post lean and gate clearance on every job here.

The planning maps add a few drainage corridors flagged for flooding, as Special Building Overlay and Urban Floodway Zone land. Ground beside a drainage line can settle or stay damp, so a lot near one gets a slower walk along the fence. Backing onto Banchory Grove or Hillside Recreation Reserve? Then the rear fence gets checked from the reserve side too, for anything a child could climb.

There is one heritage overlay and one environmental overlay here as well. Replacing a fence inside a heritage overlay can bring a planning permit into it. We report the defect; the permit is the owner's to chase, and our guide to when a heritage overlay needs a permit for a pool fence is worth reading before any fence work. Zoning is mostly standard suburban residential lots, so a boundary fence often does double duty as part of the barrier.

Which council do I lodge the Form 23 with?

Usually the City of Melton. Your rates notice names the council for your address, so check it before you lodge.

Melton City Council does not inspect pools; a registered inspector does, and only the owner can apply to register. Melton accepts lodgement online through eCouncil or at the Melton Civic Centre, and wants the Form 23 within 30 days of issue. Steps, counter details and current fees stay on our Melton pool compliance page.

The sequence is simple. We inspect; a pass gets the Form 23 on site; you lodge it, and the four-year cycle runs from the day council receives it. Got a council letter and not sure what it wants? What a council pool barrier letter means walks through it.

How far is the drive, and do I need to be home?

The Melton Highway cuts the suburb in two, east to west, and Watergardens station is a short drive from most streets. We're about 34 minutes away in Maddingley. Give us the nearest reserve or cross street when you ring.

Most jobs are done the week they're booked, slotted into a western-suburbs run as calls arrive, and most of those calls follow a council reminder letter. It's best if you're home; if you can't be, an agent, tenant or neighbour can let us in, so sort that out when you book.

The fee is $250 flat. If the barrier misses, you get the fix list in writing and the return visit costs nothing. Not sure we cover you? See all service areas, or read how a pool barrier inspection runs from arrival to certificate.

Hillside Pool Inspection Questions

How soon can an inspection be booked, and what if the barrier fails?
Most bookings are inspected inside the same week. A barrier that fails comes with a written list of items to fix. Once you have repaired them we return for a free re-inspection, and a pass gets the Form 23 issued on site.
Which council takes the Form 23 for a Hillside pool?
Usually the City of Melton; your rates notice names the council for your address. Melton takes lodgement online through eCouncil or at the Melton Civic Centre, within 30 days of issue. Our Melton page sets out the Melton steps.
How soon after the inspection must the Form 23 be lodged?
Melton wants it within 30 days of issue, and lodging is the owner's job. We hand over the certificate on site when the barrier passes, so send it in promptly. The four-year cycle runs from the date council receives it.
My pool went in not long after the houses around it; what gets checked on a barrier that age?
The gate comes first: hinges, closer, and whether the latch still lines up and catches without help. Then the fence line, anything climbable beside it, and gaps. Worn hardware is where most defects turn up, so those are the parts we test hardest on a barrier this age.
Why does my gate no longer self-close after a dry summer?
Weathered basalt clay shrinks as it dries and can push a gate post out of true. That throws the hinge and latch out of line, so the gate stops closing by itself. It is the defect we meet most often, and usually a short repair.
What happens at the re-inspection?
We look only at the items on your fix list rather than starting over, and there is no charge. If they now meet the standard, the Form 23 is issued there and then, and you lodge it with your council.
