We issue the Form 23 on site; sending it to council is your job. Moonee Valley City Council's Pools and spas page sets out how it takes lodgement, so check there for the current method. The four-year cycle counts from council's lodgement date, not from the day of our visit, which is the reason to lodge promptly.
Council sets its own fees and forms, and our Moonee Valley compliance page keeps track of them so this page doesn't go stale. If a council letter is why you're booking, our explainer on council pool barrier letters reads through the wording.
A brand-new pool takes a different route: the permit surveyor signs that one off, and we only come in later. For a pool that's been in the ground a while, the certificate you lodge is the Form 23 from our visit.
Owners in Ascot Vale and Essendon get the same checks and the same flat fee. See the page for pool inspections in Footscray too. For registering the pool and lodging the Form 23, see the Moonee Valley compliance guide. If you haven't had one before, here's what a Form 23 actually certifies.
The same booking and price apply in the Melbourne CBD.
Most of it shows up at the gate. The geology map puts basalt plain ground under the middle of the suburb, and basalt weathers to clay that swells when it's wet and shrinks when it dries. Fence posts ride along with it. A gate that shut cleanly through winter can be dragging on its latch by the end of summer. So we release every gate from several positions and watch it close and catch each time.
State planning maps also show flood-prone overlays along the creek corridors. An overlay doesn't fail a pool. Wet ground does lean posts and drop hinges, though, so if your fence is near the creek, open the gate and let it swing shut yourself every so often between inspections.
Heritage comes into it when something has to be replaced. There are 158 heritage overlay areas in the suburb, and inside one of them a new fence or gate may need a planning permit before a post comes out. We list the defect. The permit question is yours, and our heritage overlay and pool fence guide goes through it. VicPlan shows which overlays touch your lot.
It changes who is responsible more than what we test. The 2021 Census counted 8,081 private dwellings here, and only 44.7 per cent of the occupied ones were separate houses. Most homes are flats, units or townhouses. The planning map shows the same mix: residential, activity-centre and mixed-use zones put apartment buildings next to single blocks.
A house with its own pool and boundary fence is the simple case. A pool shared by a block of units usually sits with an owners corporation, so work out who signs and who pays before you book. We can only inspect the barrier we're shown, and the result has to reach whoever is responsible for it.
It's best if you're there on the day. If you can't be, an agent, a tenant or a neighbour can let us in instead. Put the access details in your call or enquiry.
Not automatically. In Moonee Ponds, as anywhere, your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built). Only a part replaced under a building permit moves to the standard at the permit date, and the age of the house is no guide to any of it. Much of the suburb was subdivided in 1881 to 1883, the Whitaker Estate among it in 1882. That dates the land sale, not anyone's pool. Nothing we have found ties the suburb's pools to one period, so we don't guess from the front fence.
Older lots tend to show the order things were built in. Original boundary palings on one side, a section raised later, a gate swapped in during a renovation nobody remembers. On fences like this the joins get a close look, since a gap or a foothold can sit in the seam between old work and new.
Climbable things count as well: a shed wall, a planter box, stacked pavers, a tree with a low branch. Tell us about any alterations when you book, and clear what you can before we get there. It can save a second visit.
Usually within the week. We group bookings by area as they come in, so naming your street lets us fit you in beside other jobs nearby. From Maddingley it's about 51 minutes. Most owners ring once council's reminder letter has arrived; if that's you, keep it handy when you call.
Call 0402 860 499 or send an enquiry with the street address and a line about access. The areas we service page lists the rest of the run, our pool safety inspection page sets out what a visit covers, and if you suspect the barrier won't pass, read what happens after a failed inspection before we arrive.
