In Short: Essendon is in Moonee Valley, and council takes the Form 23 through its ePathway portal. A new certificate falls due every four years. Decks and pool houses tend to need a second look here, and so do fences under a heritage overlay. $250 flat, re-inspections included.

Servicing Essendon & Surrounds

Moonee Valley City Council: flat $250, no hidden fees, no callout charges. Your barrier is inspected against the standard Moonee Valley City Council has registered for your pool (see Moonee Valley pool compliance), and the pool barrier inspection itself takes about 30 minutes. If your council has already sent you a letter, what a council pool barrier letter means walks through the dates on it and what happens next.

Moonee Valley pool inspections: how the council process works in Essendon

Moonee Valley City Council covers Essendon, Moonee Ponds, Ascot Vale, Aberfeldie, Strathmore, Niddrie, Airport West and most of Keilor East. Form 23s go in through council's ePathway online portal. Moonee Valley's 2026–27 building fees put lodgement at $23.90, registration at $37.10 and a search of a property's pool records at $55.10.

The clock for getting the certificate to council is 30 days, starting when you receive it. Bring any letter Moonee Valley has sent you to the inspection. The council-side steps are on our Moonee Valley pool barrier compliance page.

We cover Moonee Ponds and Ascot Vale too, at the same flat fee. If you're nearer Footscray, our page for that suburb is the better fit, and the Moonee Valley compliance guide covers lodgement.

Apartments and townhouses in the city follow the City of Melbourne pool compliance page.

What to check on an Essendon pool barrier

Buying in Essendon or Moonee Ponds? Ask the vendor for the current Form 23 and the date it was lodged. A certificate covers the barrier as it stood on the day of inspection and no later. If the yard has changed since, with a new deck, a cabana or a replaced fence section, check those before you settle, because the obligation passes to you as the new owner.

Much of Essendon, Moonee Ponds and Ascot Vale was built between the late 1800s and the interwar years, so you see Victorian and Federation houses everywhere, along with bungalow-era ones, and most have been extended, re-landscaped or rebuilt at least once. Often the pool was there first. That's where barrier problems start. A new deck can lift the ground beside the fence. A rear extension can add a door or window that opens into the pool area. A landscaping job can drop a retaining wall or bench seat straight into the non-climbable zone.

Corner blocks need extra thought. If the side-street fence is part of the pool barrier, it's also on show from the street, and parts of Essendon and Moonee Ponds are under heritage overlays, as are parts of Ascot Vale. Replacing that fence can then involve a planning permit as well as the barrier rules, so sort out what the overlay allows before ordering anything.

Glass barriers are popular in renovated Essendon homes. Installed properly, they're straightforward to check: panel gaps, firm spigots, the gate's self-closing hinges and latch, and the clearance under the gate. The spot to watch is where glass meets an older brick wall or a timber boundary fence, because that junction is where gaps open up over time.

Larger Strathmore and Aberfeldie blocks often have a pool house, cabana or outdoor kitchen inside the pool area. Those can form part of the barrier, but any door or window opening into the pool area has to meet the requirements, and so does anything climbable near the outside of the fence. Planning one near the pool? Talk to us before you build. A compliance consultation costs far less than altering finished work.

Further north and west, in Niddrie, Airport West, Avondale Heights and Keilor East, the houses tend to sit on bigger blocks. An older in-ground pool on a block like that usually means a long fence line, a side gate or two and a shed somewhere along it, so the checks look more like an outer-suburban job: gate hinges and latches, ground clearance under the fence, and whatever has been stored against the fence.

Closer to the Moonee Ponds shops it's a different picture again, with more apartments and townhouse developments. Where one of those has a residents' pool on common property, the owners corporation is responsible for registering it and getting it certified, so book through the strata or building manager. A private spa inside your own lot is a different matter, and generally yours to look after.

Essendon is on our western Melbourne run, so it's the flat $250, re-inspection included.

When does an Essendon pool need registering with Moonee Valley?

Pools and spas deeper than 300 mm have to be on Moonee Valley's register, and most Essendon pools already are. If you've bought a home with a pool and aren't sure, the $55.10 search gets you council's record for the property. Once registered, the barrier needs recertifying every four years.

If the barrier falls short on the day, you get the list in writing, and the re-inspection costs nothing extra. Repairs are due by the deadline on the notice, up to 60 days. After that the inspector lodges a Form 24, and Moonee Valley charges a lodgement fee for it. Check the council's current fee. There's more detail in the failed inspection guide.

Essendon Pool Inspection Questions

We built a deck next to the pool fence. Will that affect the inspection?
It might. A deck built up beside the fence raises the ground on the outside, so there's less fence above it, and the deck edge could end up inside the non-climbable zone.
Our house is in a heritage overlay. Can we just replace the pool fence?
Check the overlay first. Parts of Essendon and Moonee Ponds are under heritage overlays, as are parts of Ascot Vale, and a new fence that's visible from the street can need a planning permit. Whatever goes up still has to work as a pool barrier.
Can a pool house be part of the barrier?
Yes, if its walls meet the requirements and any door or window opening into the pool area complies with the barrier standard council has registered for the pool.
Where does the Form 23 go?
To Moonee Valley City Council, via the ePathway portal. Council needs it 30 days or less after you receive it, and the fee is $23.90 on council's 2026–27 schedule.
How soon can you inspect?
Call 0402 860 499 and I'll give you the next available time. If the barrier meets the standard on the day, the certificate can usually be issued the same day.
