Pool Safety Inspection and Form 23
We walk the whole barrier at your Rippleside property and, if it passes, hand over the Form 23 before we leave.
BPC (formerly the VBA) registered pool safety inspector for Rippleside. Form 23 issued on site when the barrier passes, $250 flat.

The state geology map puts basalt and sand ground on the Corio Bay shore here: Newer Volcanic Group basalt, with Moorabool Viaduct Sand under the middle of the suburb. It's a coarse map, good for the area and not for your yard. Clay from the basalt swells and shrinks between wet and dry seasons, though, and a gate post set into it can lean a few degrees over the years without anyone noticing.
You notice it at the gate. Across all our jobs, the defect we find most often is a gate that no longer closes and latches by itself. We don't test it only from where you'd normally push it. It gets opened to several positions and let go each time, and it has to shut and catch from every one.
The other half is the salt air from Corio Bay. Hinges, latches and screws near the water wear out sooner than the same parts a few kilometres inland, and a latch that won't catch fails on its own. Our note on salt air and pool hardware covers what to replace and when. Usually it's a cheap part, and cheaper if it's swapped before we arrive than after.
We also inspect next door in North Geelong and Drumcondra. We also cover Geelong West pool inspections, and lodging the Form 23 with council is explained in the Greater Geelong pool barrier page. For what happens after a fail, see our guide to a failed inspection.
Want the fence looked over before the formal inspection? Book a pool compliance consultation in Lara. If something fails on the first visit, the re-inspection in Lara is included in the $250.
Rippleside has housing from several eras, from pre-war houses to waterfront townhouses built since 2016. The Melbourne to Geelong railway has run along the western edge since 1857, and Geelong Harbour Trust workshops worked the waterfront from 1905. Balmoral Quay is the newest layer, a waterfront townhouse precinct announced in 2016 with plans for 85 townhouses.
So the fence around a pool here may have been built, or patched, under different editions of AS 1926, the pool-barrier standard. On an older lot, look first at the mechanical things: worn hinges, a latch that has dropped out of line, a tired post. On a townhouse lot, look at what was added after the barrier went up. A deck built hard against the fence. A planter. A gate re-hung so it swings short. Your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built), and the written result says what has to change, if anything.
It can. The 2021 Census counted 459 private dwellings in Rippleside; of the occupied ones, about 70 percent separate houses, about a quarter townhouses and terraces. Planning maps show residential, commercial and foreshore park zones, plus a comprehensive development zone, so lot sizes change a lot from one street to the next.
On a tight lot, a boundary fence or a wall of the house often makes up part of the pool barrier. That's allowed, but it widens the inspection past the pool fence: the condition of the shared section, anything climbable left against it, any window or door in the wall. A bench or a stack of pots on the pool side is enough to turn a pass into a fail.
Ideally you'll be home when we arrive. If you live elsewhere, an agent, a tenant or a neighbour can let us in instead, so sort out access when you book.
All of Rippleside, off Melbourne Road, north of Geelong CBD, sits in the City of Greater Geelong. Once the barrier passes, you walk away with the Form 23 from the same visit. You then register and lodge online with the City of Greater Geelong, and the four-year cycle runs from the date the council records that lodgement. Our Greater Geelong page has the steps and fees, and the state-wide rules are in our guide to pool safety inspections across Victoria.
New pools are a different path. The building surveyor on the permit certifies those, never us; we come in at the pool's first four-year barrier inspection.
There are several heritage overlays in the suburb. If a fence fails and you'd rather replace it than repair it, an overlay can mean the new one needs a planning permit. We report what has to be fixed and leave the permit between you and the council, so look your lot up on VicPlan before ordering anything. Plenty of fails come down to a latch or a closer anyway. Price that first.
