Caroline Springs is a Lend Lease masterplanned estate. Victorian Places dates the first works to 1998 and Wikipedia to 1999, and the census counts put the main build-out at roughly 2001 to 2011, so most houses here are 2000s builds. Some land is still zoned for urban growth. Whatever the build year, your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built).
The suburb has 8,226 private dwellings, and about nine in ten are separate houses (ABS 2021 QuickStats). With that much detached stock, the boundary fence often doubles as part of the pool barrier, so Ryan looks over the neighbour's side as well, for a shed against the palings, a raised garden bed or a stack of timber a child could climb.
What wears on an older barrier is the hardware. Hinges loosen, closers lose their spring, and a latch drifts off its strike plate. A gate that no longer self-closes or self-latches is the defect we write up most, across every suburb we cover. Decks and pergolas added after handover get a careful look too, because one can put a step beside the fence that was not there at the original sign-off.
The same barrier checks apply in Burnside Heights and Burnside. There's a separate page for barrier inspections around Taylors Hill, and registration and lodgement are covered in the council process for Melton. For who is allowed to inspect a pool, there's a separate post.
In Sydenham, the booking and the price are the same. Cairnlea is covered as well.
No. Lake Caroline is an excavated wetland near Kororoit Creek, and some back fences face the reserve directly. Water or open space behind the fence is not a pool barrier, though. A yard pool still needs its own, and where the back fence forms part of it, Ryan checks that fence from the reserve side too, including anything out there that could be used to climb it.
Ground is the other local factor. This is basalt plains ground, and the clay over the basalt moves between summer and winter, so a gate that shut cleanly in January can catch by July. That is why the self-closing test runs from several open positions rather than one. The planning scheme also maps a land-subject-to-inundation overlay and an urban floodway zone inside the suburb. On low ground that stays wet after rain, posts get checked for lean and the gate for clearance.
Overlays are a planning question, separate from the barrier test. In Caroline Springs, environmental and landscape overlays cover parts of the suburb, mostly near the creek corridor, and there is one heritage overlay in the suburb. None of them changes what a compliant barrier is. They can decide whether a new fence needs a permit, which is the owner's call, so check VicPlan for your address before any fence work.
Melton Council does not inspect pools; an independent pool inspector does. Council's own page says the work goes to a registered surveyor, building inspector or pool inspector, so you book us, not the Civic Centre. For a pool safety certificate the fee is $250 flat, and the visit after repairs costs nothing.
When the barrier passes, Ryan issues the Form 23 on site, and lodging it is then up to you. Only the owner can apply: the owner lodges through Melton's eCouncil portal or at the Civic Centre in Melton. Melton's page asks for it within 30 days of issue, so it is worth doing in the week of the visit. The four-year cycle runs from council lodgement, not from the day of our visit.
A failed barrier gets a written list of what has to change. You fix those items and we come back at no charge. Council's fees and counter details live on the Melton pool compliance page, one place so they stay current. Plenty of calls start with a reminder letter from council, and what that letter means walks through the dates printed on it.
We drive from Maddingley, about 33 minutes by road, coming in off the Western Freeway via Caroline Springs Boulevard. If you're giving directions, Lake Caroline and Caroline Springs Square are the easy landmarks.
It's best if you're home for the visit. If you can't make it, an agent, tenant or neighbour can let us in instead; tell us who when you book. The street address is enough to start, and jobs are grouped by area, so most are seen within the same week. Other suburbs are listed under the areas we cover.
To book a pool barrier inspection, call Ryan on 0402 860 499 or send an enquiry through the contact form. Every visit is the full check set out on our pool safety barrier inspections page, and you leave with a plain pass or a written list.
