In Short: Booking us for a pool inspection in Taylors Hill costs $250 flat, and when the barrier passes, the Form 23 is issued on site. You then lodge it with Melton City Council within 30 days. Because the suburb was built in two runs from about 2000, the first thing we confirm is which edition of AS 1926 your pool is registered under.

Between Gourlay Road and Hume Drive

The suburb lies between Gourlay Road, Taylors Road, Overton Lea Boulevard and Hume Drive in the City of Melton, alongside Hillside, Taylors Lakes and Caroline Springs.

Which edition of AS 1926 applies to a pool built here?

Almost nothing here is older than the year 2000. Victorian Places records that the land was part of the Overnewton pastoral estate, cut up for closer settlement in 1905, and that the first houses of the current suburb went up from about 2000. The ABS census shows how fast it filled: 2,219 private dwellings in 2006, 4,375 private dwellings in 2016, then only about 150 more dwellings between 2016 and 2021. It is close to built out.

Read those counts as two building waves of roughly equal size, one finished by 2006 and the other over the following ten years. Pools from those two waves can fall under different editions of AS 1926, the barrier standard, so one street of near-identical houses may hold barriers tested to different rules. We don't guess from the build year. The test follows the edition registered with council for your pool. A permit or registration letter speeds that up, and if you can't find one, say so when you ring.

Panels and posts tend to outlast the hardware. After twenty-odd years it's the moving parts that give out, and across all our jobs, not just this suburb, the failure we meet most is a gate that has stopped self-closing or self-latching: tired hinges, a closer that has lost its pull, a latch knocked out of line.

In Burnside Heights and Sydenham, the inspection runs against the same barrier rules. For Caroline Springs pool inspections, there's a separate page; council registration is covered in the Melton pool barrier page. Garden beds near the fence are the usual problem, so check the 900 mm non-climbable zone first.

Over in Deanside, it's the same booking and the same price. Hillside is another suburb we visit, and the Hillside inspection page has the specifics.

Why would a gate that latched in winter catch in summer?

Usually the ground. Vicmap geology maps the centre of the suburb as sheetflow basalt; put plainly, the ground is basalt plains country. Clay weathered from basalt swells when wet and shrinks as it dries, and gate posts move with it. A gate that swung shut and latched in July can drag on the paving or stop short of its latch by February. So we let the gate go from several open positions rather than once from wide open, and we look at the posts for lean and at the ground under the gate. Parts of the suburb carry flood-related planning overlays as well, and ground under one of those can stay wet well after heavy rain.

Behind some blocks, a linear reserve and wetland runs along a Kororoit Creek tributary, and smaller neighbourhood reserves are spread through the suburb's two estates. Open space over the back fence makes a good outlook. It is not part of the pool barrier, though. Where your rear or side fence does that job, we check what stands on the far side as well: an overhanging branch, a retaining step, a bench or a service box that would give a child a leg up.

Does a shared boundary fence count as part of the pool barrier?

On most blocks here, yes. The 2021 census found about 85 percent of occupied dwellings are separate houses, the rest being semi-detached, row or townhouse dwellings, and it counted no flats among the 4,522 private dwellings. So nearly every pool here is on a house lot, where the barrier is several runs of fence plus a gate, each judged on its own.

Compact lots mean the side or rear boundary fence often forms one edge of the barrier, and then the neighbour's side of it counts too. A planter, a bin store, stacked timber or a low shed roof over there can hand a small child a foothold you would never notice from your own lawn. Walk the boundary before the visit and you will often find the problem before we do. Townhouse and row pools can share a boundary, so mention it when you book.

The same census recorded 130 unoccupied dwellings. If the house is empty, an agent, tenant or neighbour can let us into the pool area; sort out who when you book.

How do I book pool inspections in Taylors Hill, and who lodges the form?

Ring 0402 860 499 or send an enquiry with the street address. The call goes straight to Ryan Gaw, and the drive out is about 40 minutes from Maddingley. Bookings are grouped by area as they come in, which is why the address is the first thing we ask for. Most owners call after the council's reminder letter arrives, and most bookings are inspected within the same week.

Council doesn't inspect pools, and lodging is the owner's job. Melton City Council takes the Form 23 through its eCouncil portal, within 30 days of issue, or you can hand it over at the counter of the Civic Centre in Melton. Your next four-year cycle runs from the date council lodges it. We keep the lodgement fee on our Melton pool compliance page rather than here.

About nine in ten barriers pass on the day, and the certificate you need is the Form 23, issued on site once the barrier passes. Where something falls short, you get a written list, you fix the items, and the return visit costs nothing. A brand-new pool takes a different path: the permit surveyor signs it off, and we come in at its first four-year inspection. The whole process is set out on our pool safety inspections page, and what to do after a failed pool inspection covers the repair side.

Taylors Hill Pool Inspection Questions

Who does pool inspections in Taylors Hill, and which council gets the Form 23?
Ryan Gaw, registered with the BPC (formerly the VBA), for $250 flat. The suburb is in the City of Melton, so the owner lodges the Form 23 through the council's eCouncil portal within 30 days of issue. Council's lodgement fee is listed on our Melton compliance page.
My pool went in during the 2000s or soon after. Which standard applies?
The edition of AS 1926 registered with council for your pool, which depends on when the pool was approved. Pools from those years sit on both sides of later edition changes, so we confirm the registered standard before testing anything. Have the permit paperwork ready if you can find it.
What usually fails at a four-year inspection?
Gates, mostly. One that no longer shuts or latches by itself heads the list, usually from worn hardware. On compact blocks, check what's stacked against the boundary fence too, such as planters and bins. Most of these are quick repairs.
Can you inspect this week, and how far away are you?
Most bookings are inspected within the same week. The drive from our Maddingley base takes about 40 minutes, and jobs are grouped by area as they come in, so the sooner we have your address, the easier it is to fit you in.
What happens if my gate doesn't self-close on the day?
The barrier doesn't pass that day, and you get a written list of what to fix. Gate hardware is normally a short repair. Once it is done we come back free of charge, and the Form 23 is issued on site when the barrier passes.
Does someone have to be home for the inspection?
It's best if you can be. If not, an agent, tenant or neighbour can let us in; tell us who when you book. The inspection can't start until we can reach the whole barrier, so for a vacant house, sort that out before the visit.
