Highton is Geelong's hillside suburb, with terraced housing across rising terrain south of the Barwon River. That topography matters significantly for pool compliance: Highton has more pool fence complications related to slope, retaining walls and split levels than any other Geelong suburb.

Slope creates compliance complications. Pool barriers on sloping sites need careful AS1926.1 interpretation. The 1.2m fence height is measured from the finished ground level on the climbable side — but on terraced properties, an adjacent retaining wall can effectively reduce this distance. We see more interpretation disputes between owners, builders and council on Highton properties than anywhere else, especially around split-level decks and pool-adjacent retaining walls.
1970s-1990s pool stock. Highton's main residential expansion was the 1970s and 1980s, and many original pools are now well into their second or third compliance cycle. The hillside positioning means most pools are at ground level relative to the house but elevated relative to the street — barrier specs need to consider the lower-side height accurately.
