The 1.2m fence height is measured from the finished ground level on the climbable side — but on terraced properties, an adjacent retaining wall can quietly cut that distance in a way you won't spot by eye. We see more interpretation disputes between owners, builders and council on Highton properties than anywhere else, especially around split-level decks and pool-adjacent retaining walls.

1970s-1990s pool stock. Highton's main residential expansion was the 1970s and 1980s, and many original pools are now well into their second or third compliance cycle. The hillside positioning means most pools are at ground level relative to the house but elevated relative to the street — barrier specs need to consider the lower-side height accurately.

Do I Need to Register My Highton Pool?

My Highton pool sits on a terraced site — what does that mean for compliance?
Each barrier face is assessed against the ground level immediately adjacent on the climbable side. If a retaining wall reduces effective height on one face, that face needs to be raised to compensate. We measure from the lowest accessible point.
Pool above the house, deck-style — is the deck part of the barrier?
Often yes. If the deck is on the pool-side and people walk on it before reaching the water, the deck rail is the effective barrier. Must meet 1.2m + non-climbable + self-closing gate spec. Common Highton issue.
