Council split — verify before booking. Barwon Heads addresses can fall under either City of Greater Geelong OR Surf Coast Shire depending on the exact street. The boundary follows old township lines and isn't intuitive — we see at least one customer per month assume the wrong council. 13th Beach pools — design complexity. The 13th Beach precinct has seen significant new pool installation since 2018, and many of those are infinity pools, plunge pools or pools where the barrier follows complex landscape. We've seen more creative non-compliant fence designs in 13th Beach than anywhere else on the Bellarine — usually around how the decorative landscape boundary intersects with AS1926.1 sight-line and climbability rules.
Barwon River mouth flooding. Late winter flooding in 2017, 2020 and 2022 shifted pool fence posts on river-adjacent properties. We've remediated several Barwon Heads installations after waterlogged ground caused gate alignment to drift out of compliance. How Barwon Heads compares to its neighbours. Ocean Grove next door is fully inside City of Greater Geelong with no boundary question at all, and its pool population is generally older and more established than the design-complex, more recent stock we see around 13th Beach. Torquay, further along the coast in Surf Coast Shire proper, sees a similar post-2015-estate pattern to 13th Beach's newer builds without the council-boundary ambiguity.
Yes, regardless of which council your address falls under. Every pool or spa capable of holding more than 300mm of water has to be registered — with the City of Greater Geelong or Surf Coast Shire, whichever applies to your specific street — and every registered pool then sits on a mandatory four-year re-inspection cycle from the date of the last Form 23. The registration process and portal genuinely differ between the two councils, which is exactly why confirming the correct one before you book matters more here than almost anywhere else we service.
