Free Re-Inspections
If a gate or latch doesn't pass, fix what's on the written list and the return visit is free. It's part of the original fee.

Most of the housing here is far older than any pool rule, so on a lot of blocks the pool was probably added later. The suburb was settled mainly from the 1880s, and the Ascot Vale Estate precinct (HO16 on council's heritage list) holds houses from about 1880 to 1930. Then came 1920s subdivisions and postwar flats, the flats built on former racecourse land, and infill and townhouse redevelopment is still replacing single houses.
Council's register records which edition of AS 1926 applies to each pool, and that edition, not whichever is newest, is the yardstick for every pool safety inspection here. We confirm it on the day before judging any part of the fence. Our page on what a pool safety inspection covers runs through the rest of the checks.
On an older lot the slow work is along the fence line: patched timber palings, a brick boundary wall standing in as part of the barrier, a gate post that has settled over the decades.
Moonee Ponds and Essendon are in our service area as well. Closer to Footscray? See our page for that suburb. Lodgement is covered in the council process for Moonee Valley. Wondering whether your fencer can sign it off? See who is allowed to inspect a pool.
Over in the Melbourne CBD, it's the same booking and the same price.
The middle of the suburb sits on basalt plains ground, which weathers to a clay that swells when wet and shrinks as it dries. Toward the edges, the low-lying ground near the river and creek carries inundation overlays on the planning maps.
None of it is a defect on its own. What it does is shift posts, so a gate that shut cleanly last summer can drag, or stop short of the latch, after a wet winter. Every gate gets opened to several positions and let go, and it has to close and latch each time without a hand on it. A river or creek frontage doesn't count as a barrier either; a backyard pool still needs its own compliant fence.
Heritage controls reach a long way in this suburb. The planning scheme has 105 mapped heritage overlay polygons inside its boundary, which in plain terms means a patchwork of protected streets and single buildings, not one tidy zone. If your fence or gate sits inside one, replacing it may need a planning permit. Our report says what's wrong; the permit is yours to arrange, so check the overlay on VicPlan before ordering materials.
The council here is mostly Moonee Valley, with a Melbourne City edge, so check which council your address falls under before you lodge anything. For a Moonee Valley address you lodge the Form 23 with council within 30 days, and the full steps are on our Moonee Valley council pool compliance page.
You get the Form 23 from us on site when the barrier passes. Lodging it is your job, and the four-year cycle counts from the day council receives it, not from inspection day. One exception: a brand-new pool is signed off by the permit surveyor, not by us.
It depends on what kind of property the pool belongs to, and in Ascot Vale that changes from one street to the next. The ABS counted 7,028 private dwellings in 2021. Of those, just under half are separate houses, and most of the rest are flats, apartments and townhouses. On a freestanding lot the landowner books. A pool shared by townhouses or apartments usually belongs to the owners corporation, so the request comes through its manager. The planning map shows mixed residential and mixed-use zones and no large rural lots, so dams and farm tanks never come into it.
Small lots bring their own checks. A shared wall, a neighbour's shed or a window opening onto the pool area can form part of the barrier, and each is judged as it stands. Access is the other thing we ask about. The same census found 702 dwellings unoccupied on the night, so an empty house on inspection day is common enough that we sort out a key safe or an agent's key when you book.
Most jobs get a visit inside the week they're booked. There's no fixed day for the suburb: each address is fitted into a run with others nearby as requests come in, and our job records show one to two inspections here so far. The trip from Maddingley is under an hour, and the main roads through are Mount Alexander Road, Maribyrnong Road and Union Road, with the Showgrounds and Flemington Racecourse close by.
To book, call 0402 860 499 or send an enquiry with the street address and a note on access. If the house is going on the market, read Pool Inspection Settlement Timeline: 7 Days Means 7 first, and the all service areas list shows the suburbs around this one.
