Re-Inspections Altona
Pool failed its inspection? The follow-up visit is free once the listed items are fixed. Same-day Form 23 usually available where it now passes.
Pool and spa inspections in Altona, Altona North, Altona Meadows, Seabrook and Seaholme. Being close to the bay means salt air works on fence hardware faster than inland, so hinges and latches get a closer look, and so do spigots. One flat $250 fee covers the inspection and any re-inspection.

Hobsons Bay City Council covers Altona, Altona North, Altona Meadows, Seabrook, Seaholme, Newport, Spotswood and Williamstown. Laverton is the awkward one. It's split between Hobsons Bay and Wyndham, and Laverton North is in Wyndham, so your rates notice is the quickest way to tell which council gets your certificate.
Hobsons Bay takes the Form 23 online through the Greenlight portal, linked from council's swimming pool page. Council hasn't published its 2026–27 pool fees, so you'll see the amount in the portal at the point you lodge. It's paid straight to council and sits outside my $250. You have 30 days from receiving the certificate to do it. Our Hobsons Bay pool barrier compliance page goes through council's side of it.
The same barrier checks apply in Laverton and Williamstown. There's a separate page for barrier inspections around Newport, and registration and lodgement are covered in the council process for Hobsons Bay. A two-minute job before we arrive is the gate self-close test.
Altona runs from the older streets near the beach and the Esplanade out to the estates of Altona Meadows and Seabrook, so the pools range from in-ground pools that are decades old to recent glass-fenced builds. They all get the same bay air. Salt on the wind speeds up corrosion on steel and even on lower-grade stainless hardware, and the parts that move suffer first: hinges and latches especially. The closer you are to the Esplanade and Seaholme, the faster it happens. If you're replacing hardware this close to the water, marine-grade 316 stainless holds up far better than the cheaper 304. Hosing the salt off gate hardware now and then, and checking the closer at the start of summer, is cheap upkeep compared with replacing a seized hinge.
Glass is common in the newer estates and comes with its own list. Spigots and clamps should be firm, with no rust staining at the base. Panels shouldn't have shifted, and any gap between panels, or between a panel and a wall or post, has to stay within the limit. Gates on glass fences run on specialised hinges and latches that still have to self-close and latch reliably. Our guide to salt-air corrosion on pool barriers was written for the Bellarine, but the same problems turn up all round the bay.
In Altona Meadows and Seabrook, many pools went in alongside the house, with the garden done afterwards. Look along the fence line for garden beds, retaining walls and raised planters. Wherever the ground outside the fence has been built up since the fence went in, the fence may now measure short from that new level. Plenty of estate homes here also use the sheet-steel boundary fence as part of the pool barrier, and on those the horizontal rails, which side they're on and how far apart they sit, get looked at for climbability. Check yours before the visit.
The older part of Altona, near the foreshore, was mostly built after the Second World War, and a lot of those houses have since been rebuilt or replaced with townhouses. A pool that's still there after the house next door was knocked down can end up with a brand-new boundary fence as part of its barrier. That section is checked the same as the rest, and so is the junction where it meets your existing fence or gate.
Altona is part of our western Melbourne run, $250 flat with the re-inspection included. Planning a new glass fence? A compliance consultation before installation costs less than fixing it afterwards.
Yes. The line is 300 mm: if a pool or spa in Altona can hold water deeper than that, it goes on the Hobsons Bay register, and after that a fresh certificate is due every four years. On the Wyndham side of Laverton the rules are identical. Only the council receiving the paperwork changes.
When the barrier meets the standard, the Form 23 can usually be issued on the day. If it doesn't, you get the items in writing and the follow-up inspection is in the fee. Repairs are due by the deadline on the notice, which can be up to 60 days. Anything still open after that, and the inspector must send council a Form 24. The failed inspection guide walks through it.
Questions about when your next certificate falls due can go to 0402 860 499. Pool barriers in Victoria are regulated by the Building and Plumbing Commission (formerly VBA).
