In Short: Your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built). On a pass, the Form 23 is issued on site and you lodge it online with Brimbank. The visit is $250. On a fail, you get a written list of what to fix, and the return visit costs nothing.

Where Cairnlea sits

On the map it's the pocket between Station Road, the Western Highway and the Ring Road, with St Albans, Deer Park, Ardeer and Albion around it.

Which standard applies to a pool built while the estate was going up?

The one recorded for it on the council register, which is the standard in force when the pool was built. Cairnlea began as an Urban Land Corporation estate on the former Albion Explosives site. The first house lots were offered in February 1999, and Victorian Places has the estate built out between 1999 and about 2012. That span crosses the 2010 change to the barrier standard, so two pools a few streets apart can sit under different editions.

Street name and estate stage don't decide it, and neither does the house next door or the year your own house went up, since a pool can be younger than the house. A barrier keeps its registered standard for life; only permitted barrier work moves that part to the standard at the permit date. If you have the pool's registration details, have them handy when you book.

The stock is overwhelmingly detached. Of the 3,012 private dwellings the ABS counted in 2021, about 88 percent of the occupied ones are separate houses, each on its own lot with its own boundary fences. Where one of those fences doubles as part of the pool barrier, the inspector walks the neighbour's side too, looking for anything a child could use as a step.

Building isn't finished: a final stage of new homes is still to come. Any pool built there is signed off by the permit surveyor, not by us, so our first visit to those streets will be a four-yearly inspection, years down the track.

We also inspect in Burnside and Burnside Heights. Owners nearer Sunshine can read our page for that suburb, and lodgement is covered in the Brimbank pool barrier page.

What does basalt clay do to a pool gate?

The suburb sits on basalt plains ground, and its clay swells when wet and shrinks as it dries. Posts lean a little, hinges drop, and a latch that met its catch after a wet winter can sit just off it by the end of a dry summer. Across all our jobs the most common defect is a gate that no longer self-closes or self-latches, whether the hinges, the closer or the latch alignment is to blame. We swing it from several open positions, not once. Our guide to the pool gate self-close test shows the same check if you'd like to try it first.

Ground that stays wet is worse. The planning scheme marks two areas of the suburb as land subject to inundation and two more under a special building overlay, its way of saying water collects there. On those lots a post can lean far enough to pull the gate out of true, so the gate and the posts either side of it get a longer look.

Part of the suburb also carries environmental audit overlay areas from the former factory site, there are environmental and landscape overlays near the creeks, and the suburb holds one state heritage place, the Black Powder Mill. If a failed fence needs new post holes on that land, check the planning side before the fencer starts. The inspector reports barrier defects and nothing else.

What changes when the back fence faces a creek, lake or reserve?

Kororoit Creek runs along the southern edge and Jones Creek along the northern one. In between, man-made lakes fed by a suburb-wide stormwater recycling system sit among the streets, and parks and reserves take up about 30 percent of the area. Plenty of back fences look onto open space.

None of it counts as a pool barrier. Water or parkland behind the house doesn't stand in for the fence around the pool, and the yard still needs a compliant barrier of its own. Where the rear fence forms part of that barrier, it is assessed as a boundary barrier, including whatever stands against it on the reserve side. Backing onto a reserve doesn't change the inspection. It adds the far side of the fence to the walk.

We also watch the planting. A shrub, a low branch or a retaining edge near the palings can turn a fence into a climbing frame, and if it does, it goes on the written list, so you know exactly what to trim or move before the return visit.

Where does the Form 23 go, and when is the next one due?

There's no split council here: every Form 23 for a pool here goes to Brimbank City Council. We issue the certificate on site, and you lodge it online. The steps and fees are on our Brimbank pool compliance page, and our service areas list the suburbs either side.

Brimbank counts the next one from the date it records your lodgement, four years on, not from the day we visited. Most owners ring us after the council's reminder letter lands, and our note on what a council pool barrier letter means explains the dates printed on it.

The visit itself is the same in every suburb we cover, and the full checklist is on our Victorian pool safety inspections page.

What do we need from you to book?

Just the street address. Call 0402 860 499 or send an enquiry with it. The drive from Maddingley takes about 39 minutes via the Western Ring Road or the Western Highway. We group bookings by area as they come in, and most get inspected within the same week. If the house is empty, we sort out access with you or the agent beforehand. If the barrier does fail, our guide to what to do after a failed pool inspection lays out the route from the written list to a certificate.

Cairnlea Pool Inspection Questions

The house is from the estate's early years. Which standard is the barrier tested against?
The standard recorded for it when the pool was registered with council, which is the one in force when the pool was built, not when the house went up. The estate was built between 1999 and about 2012, so the edition can differ from one house to the next. Have the registration details handy when you book.
What gets tested on the gate when the clay has moved?
That it swings shut and latches by itself from every open position. Moving clay can shift posts, so the hinges, the closer and the latch alignment all get tested on the day. A gate that won't self-latch is the fault we write up most often.
Does a creek, lake or park behind the property count as the pool barrier?
No. Open water or a reserve is not a barrier, so the pool needs its own compliant one. When the rear fence forms part of that barrier, we assess it as a boundary barrier and check the reserve side for anything climbable.
Where does the Form 23 go after a Cairnlea pool inspection?
Brimbank City Council. We issue the form on site when the barrier passes, and you lodge it online through Brimbank's certificate lodgement page within 30 days of issue. Council then writes with the lodgement date and the next due date, four years on. The Brimbank page walks through each step.
The barrier failed. Is the second visit extra?
No. You get a written non-compliance list, and once the items are fixed we come back at no charge, issue the Form 23 on a pass, and you lodge it with council. Brimbank describes the same route: rectify, re-inspect, then certificate.
How soon can an inspector get out to Cairnlea?
Most jobs are inspected within the same week, and the drive from Maddingley is about 39 minutes. Ring 0402 860 499 or send the enquiry form with the street address. If a council letter has given you a lodgement date, mention it and we'll fit the visit around it.
