Pool Safety Inspection and Form 23
One visit to test the barrier. On a pass, the certificate is issued there and then for you to lodge.
One visit from a BPC (formerly the VBA) registered inspector, $250 flat. If the barrier passes, the Form 23 is handed over at the pool.
After hours or can't talk right now? Leave your name and number and Ryan will call you back the same day where we can.
Thornhill Park is Urban Growth Zone new-estate land, formerly part of Rockbank, and the plan for the estate was approved in 2016, so most pools here are recent. Even so, your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built).
Across all our jobs, the defect we write up most is a gate that no longer shuts and latches by itself: a gate that drifts, a latch that has crept out of line, hinges that have worked loose. Getting those sorted before we arrive is the quickest route to passing first time.
The pool owner does, and there's rarely a body corporate or shared complex to hand it to. Thornhill Park is nearly all separate houses (the 2021 Census counted 1,098 private dwellings), so each barrier sits on its own lot. Any fence standing between the pool and the street or next door is part of it, boundary fence included.
That's why the walk-around goes well past the gate. We follow the full fence line and look for anything a child could climb to get over. Decks, planter boxes, pergola posts and outdoor settings pushed up against the fence all count, especially anything added after handover, and they're easy to overlook because the fence beside them looks fine.
The planning maps show a few heritage overlay areas inside the suburb, and no flood or bushfire overlay. Where a fence stands on an overlay parcel, changing it may need a permit. We report the defect; the permit side sits with you and council.
Gates wear out faster than fences, and Thornhill Park sits on the basalt plain west of Melbourne, where the ground can move between wet and dry seasons and pull a gate out of line. No fault turns up on our lists more often than a gate that no longer shuts and latches by itself. Closers lose tension and hinges sag. Sometimes the latch just stops meeting its keeper. You won't see any of it while the gate is half open.
So start it from fully open. Push it back as far as the hinges allow, take your hand away and watch it travel. It has to close and latch without help every time; stopping short even once would be written up on the day. Our guide to the gate self-close test covers the other positions to try.
Fix what you can, then ring 0402 860 499 or send an enquiry with your street address. We come out from Maddingley, about 30 minutes away, grouping bookings by area as they come in, so most jobs are done the week you call. The estate is off the Western Freeway, between Paynes Road and Mount Cottrell Road. Say so when you book if the house is empty, and we'll arrange for the owner or agent to let us in. Anything still failing is listed in writing, and we come back to check those items at no charge.
You do. We issue the certificate on site, and from there it goes to the City of Melton, lodged within 30 days of the issue date, either online through Melton's eCouncil or at the counter at the Civic Centre on High Street, Melton. Fees and steps are on our City of Melton pool compliance page.
A brand-new pool isn't ours to certify; your permit surveyor signs that off. We come in once the pool is registered, on the four-year cycle that runs from your council lodgement. Most barriers we look at clear the first visit. Usually it's the council reminder letter in the letterbox that prompts the call. Our pool safety inspections page covers the wider service, and the full list of areas we service is there too.
