Pool Safety Certificate
We test the barrier at your property and, if it passes, hand over the Form 23 on the same visit.
A BPC (formerly the VBA) registered inspector tests your barrier, issues the Form 23 on site when it passes, and charges $250 flat.

The standard recorded for it when the pool was registered with council, which is the one in force when it was built. We read that from the pool's council registration, not from eyeballing the fence. Everything here is recent: the structure plan was gazetted in June 2012 (Amendment C154).
But houses were going up before that. The schools opened in 2009, so the first streets date from 2009 or a little earlier, and a pool from those years can sit under an earlier edition than one put in last summer. Two pools on the same street aren't always judged against the same document.
A young barrier fails differently from an old one, too. The hardware isn't worn out. The garden is what changes: paving run right up to the fence, a raised bed that gives a child somewhere to stand, a gate that hung true at handover and drags once the ground beside it has been dug and paved.
If an older letter or contract gives the address as Wyndham Vale, that isn't an error. Manor Lakes was only gazetted as its own suburb in March 2016, and the pool sits with the same council either way.
Neighbouring Wyndham Vale and Werribee each have their own page. We also cover Eynesbury pool inspections, and lodging the Form 23 with council is explained in the Wyndham pool barrier page. It's worth reading up on the 900 mm non-climbable zone before the visit.
Little River is close by as well. Not ready for the inspection yet? A Wyndham Vale compliance consultation walks through the fence with you first. If something fails on the first visit, the Wyndham Vale re-inspection is included in the $250.
Often, yes. The 2021 Census counted 4,052 private dwellings, almost all separate houses on their own suburban blocks, and on a block that size the pool usually ends up close to a side or back fence. Where that fence forms part of the barrier, we check the neighbour's side as well as yours.
A trailer parked against it, stacked outdoor chairs, the low roof of a garden shed: all climbable, and all counted against your barrier even though they're next door. Have a word over the fence before we arrive.
Some back fences face public open space instead, and council is still adding to it, with Manor Lakes North Reserve on Holyoake Parade under construction. The test is the same there. We just walk the outside of that fence too, since a rock or bench on the reserve side gives the same foothold as one in a garden.
It can, though no map will tell you which blocks. The geology mapping shows basalt plains ground, and how much a given block moves depends on the soil over the rock. We can't test the soil. We can test the gate, and a post that shifts even slightly is enough to stop it catching the latch.
So a pool safety inspection here starts at the gate. One swing proves nothing. We let it go from part-open and from fully open, from either side, and every time it has to shut and latch by itself. Our self-closing gate test guide shows what we're watching for.
Fixing it is usually an adjustment to the hinges or the closer rather than a new gate. Once it's done, let us know and we'll come back without charge to look only at what failed.
Ring 0402 860 499 or send an enquiry with the street address and how we get in. There are no set days for any suburb; your pool barrier inspection goes onto the next Wyndham run as bookings build up.
It's best if you're home. If you can't be, an agent, tenant or neighbour can let us in; tell us who when you book, and bear in mind the barrier is judged exactly as we find it.
A pass means the Form 23 is issued at the property. Lodging it is then your job: online with Wyndham City Council, within 30 days of issue. Wyndham wants the barrier inspected every four years, and that cycle runs from the date council receives the certificate. Fees and portal steps live on our Wyndham lodgement guide.
A fail gets a written list of items. When they're fixed we re-inspect free, and the Form 23 is issued on that visit if the barrier now passes. We don't certify brand-new pools; the permit surveyor does, and we come in at the first four-year check. The visit itself, start to finish, is under how a barrier inspection runs.
