Barrier Inspection and Form 23
One visit covers the barrier test and the certificate, handed over on site if the gate and fence pass.
A BPC (formerly the VBA) registered inspector comes to the property and issues your Form 23 on site when the barrier passes, for a flat $250.

Not the boundary fence. The land here is mostly farming and rural living land, with some public park and cemetery ground, so a property can run a long way back from the road. None of that acreage is part of the test. We look at the enclosure around the pool or spa, meaning the fence and gate that surround it, plus anything outside it that a small child could stand on to get over.
The ABS counts 234 private dwellings, all separate houses. Every pool belongs to one house, then, with no shared pool and no owners corporation involved; whoever owns the house books the visit and lodges the certificate.
Nor has much been built lately: the dwelling count did not change between 2016 and 2021, which points to established barriers rather than new installs. Those wear in familiar places. Across all our jobs, the fault we find most is a gate that has stopped closing or latching by itself, usually from tired hinges, a weak closer or a latch that has drifted out of line.
It can, through the posts. Look up the planning maps and parts of Greendale sit under a flood overlay, four patches of Land Subject to Inundation Overlay, on basalt and alluvial ground. The standard a barrier has to meet stays the same. What changes is where it gives way: when ground moves, a gate post moves with it, and it doesn't take much before the gate stops swinging shut on its own.
So the gate gets the longest look of anything on the job. We open it to a few different angles, let go each time and watch for a clean close and latch. A repair that held a year ago proves nothing about today.
The remaining overlays point at the garden more than the ground. A Bushfire Management Overlay and two Environmental Significance Overlay schedules mean bushfire and environmental overlays apply in parts of the locality. On treed blocks, shrubs, garden beds and low branches can grow up against the barrier, and anything a child could use as a step gets written up.
Greendale is in Moorabool Shire. Owners register through Moorabool's Greenlight portal, and council accepts a certificate from a registered inspector or surveyor. When the barrier passes we issue the Form 23 on site, and the owner lodges it. The four-year cycle runs from the date of council lodgement, so uploading soon after the visit keeps your next date where you expect it.
New pools are on a separate track. Moorabool asks for a new pool to be registered within 30 days of its certificate of final inspection, and that certificate comes from the permit surveyor, not from us. Our part starts at the first four-year point after that.
Planning is the other council matter. With seven heritage overlays mapped in Greendale, replacing a failed fence inside one can need a planning permit. We write up the defect; whether a permit applies is yours to confirm with council. Our guide to heritage overlays and pool fences explains how the two interact, and Moorabool's fees and contacts are kept on our Moorabool pool barrier compliance page.
Bookings are usually inspected within the same week. We group jobs by area as they come in rather than keeping set days, so a Greendale visit tends to slot in beside other work in the district. Myrniong-Greendale Road is the normal way in. Whether the property is near Bradys Lane and Egans Reserve or out on farming land, tell us on the call which gate or driveway to use.
You don't have to be home. Census night 2021 found 22 unoccupied dwellings (about one in ten) here, which is why access gets sorted on the booking call: an agent or a key-holder can let us in, and a phone number does the rest. A passing barrier means the Form 23 is issued on site that day. A failing one gets a written list of what to fix, and the return visit after the repairs is free. Checking a neighbouring address? The full list of areas we inspect has it.
