In Short: Pool inspections in Newcomb cost $250 flat. A registered inspector checks the barrier, issues the Form 23 on site once it passes, and you lodge it with Greater Geelong. The middle of the suburb sits on soft, water-holding ground, so let the gate swing shut a few times before we come. Bookings on 0402 860 499.

Where Newcomb sits

Newcomb sits south-east of central Geelong, with Portarlington Road running past the Cheetham Saltworks and the Moolap boundary close by.

Why does the gate stop closing in wet weather?

Vicmap geology puts swamp and lake deposits over basalt (the Newer Volcanic Group) under the middle of the suburb. That ground stays wet and gives a little. Fence posts move with the seasons, and a gate that clicked shut in July can sag, drag or stop short of its latch by February.

Gates are where barriers fail most, wherever we work. Worn hinges, a closer that has lost its spring or a latch that has drifted out of line will each stop a gate self-closing and self-latching (our note on pool fence hardware covers what wears first). On the day we release the gate from several open positions. It has to shut and latch every time, or it fails.

There is also one Land Subject to Inundation Overlay area mapped here, which is council's marker for low ground that takes water. Waterlogging and heave there can change how a gate hangs between one visit and the next. Before we arrive, swing yours wide, then barely open, and let go each time. A gate that hesitates usually needs the hinges eased or the closer reset.

We cover Whittington and East Geelong too, at the same flat fee. If you're nearer Thomson, the Thomson page is the better fit, and the Greater Geelong compliance guide covers lodgement. Unsure whether council has the pool registered? Here's how pool registration works.

Want the fence looked over before the formal inspection? Book a pool compliance consultation in Whittington. A defect on the first visit doesn't mean a second fee: the re-inspection in Whittington is included. Breakwater households can read our Breakwater page.

Does a flood overlay change what the inspector checks?

Part of the suburb sits under the Special Building Overlay (flood overlay). A council planning amendment applied it here in October 2015, on land that takes overland flow in a storm. It makes no difference to the barrier check. A mapped lot and an unmapped one are inspected to the same standard, item for item.

Where it does matter is the repair. On overlay land a new fence panel or gate frame may need a planning permit for building works, which can put council in the picture before any tradesperson. We write the defect up plainly; whether a permit applies is for council's planning team to say, and that path is the owner's.

An Environmental Significance Overlay area is mapped in Newcomb too. It has no bearing on the inspection. Shrubs, overhanging branches and stacked pots near the fence do, because they count as climbable zones, so cut them back before the visit.

What kind of properties do these barriers sit on?

Houses, mostly. The 2021 Census counted 2,391 private dwellings, about 83 percent of the occupied ones separate houses (ABS QuickStats). So the usual pool sits in a back yard with its own fence run, and the boundary fence often doubles as part of the barrier. The suburb filled out once Alcoa opened at Point Henry in 1963, and until 1956 it was called West Maloop. None of that dates your pool, which may have gone in decades after the house.

Planning maps show mostly general residential zones, plus a neighbourhood residential patch and one low density residential area. On a standard lot the barrier is a short run. The low density lots are bigger, the fence is longer, and there are more posts, hinges and panels to go over. A shared boundary fence is checked like any other section of barrier, so settle who maintains it before you book.

Who lodges the Form 23 with Greater Geelong?

You do. The owner engages a registered inspector every four years and lodges the Form 23 with council. When the barrier passes, our inspector hands the Form 23 over before leaving. Greater Geelong runs online registration and online certificate lodgement, and the four-year cycle counts from the day council receives the certificate.

A fail goes in this order: a written list of the items, your repairs, a free re-inspection of those items, then the certificate. We charge nothing extra at any step; council's lodgement fee is separate.

New pools are different. A brand-new pool is signed off by the permit surveyor, not by us; our work begins at the first four-yearly re-inspection. Council fees and the online steps are on our Greater Geelong pool compliance page. If a council letter prompted this booking, the guide to the council pool barrier letter explains what it asks of you, and every place we cover is on the service areas page.

How soon can you get to the pool, and from where?

We drive from Clifton Springs, about 20 minutes away, coming in by Portarlington Road, Bellarine Highway or Point Henry Road on the Moolap side. The Cheetham Saltworks (Victorian Heritage Register) on Portarlington Road makes a handy landmark when you give directions.

Lead time is usually inside the week you call. Jobs are grouped by area as they come in rather than pinned to set days. Give us the street address and how to reach the pool area, and we will confirm a time.

Ring 0402 860 499 to book. After hours, leave your name and number in the callback form at the top of the page and Ryan will call you back.

Newcomb Pool Inspection Questions

How soon can I book a pool inspection in Newcomb, and what does it cost?
The fee is $250 flat, with no callout charge on top. Lead time is usually inside the week you call, because jobs are grouped by area as they come in. About nine in ten barriers pass. Ring 0402 860 499, or leave your name and number in the callback form and Ryan will ring you back.
What if my Newcomb pool gate fails after wet weather?
A gate that won't self-close and self-latch from every position fails, and wet, shifting ground is a common reason here. You get a written list of each item. Once they're fixed, we re-check only those items, free, and the Form 23 is issued on site when the barrier passes.
Does a flood overlay change what you check?
No. Every barrier is checked to the same standard, whatever the lot's mapping. The overlay comes into it only when repairs are needed, because building works on overlay land may need a planning permit. We list the defect; council's planning team answers the permit question.
Is my pool registered with Greater Geelong, and how do I check?
Council's swimming pools and spas page has a section for owners who are unsure, and a registered pool receives a registration letter, so look for that first. You can also phone council on weekdays. Registration comes ahead of lodging the Form 23, so settle it before we visit.
What should I have ready on the day?
A clear pool area, nothing climbable near the barrier, and a gate that swings freely. Keep your pool registration details handy for lodging afterwards, and tell us how to reach the pool area when you book. If you can't be there, let us know who will let us in.
How do I lodge the Form 23 once the barrier passes?
Greater Geelong takes certificates online, and lodging is the owner's step. Have a credit card, your pool registration number and the Form 23 ready. Council charges its own lodgement fee, separate from our $250. The four-year cycle runs from the date council receives the certificate.
