It can, and does — a latch or hinge that's technically new but not adjusted correctly is just as likely to miss self-closing or self-latching from every position as an old, worn one. I test it on the day regardless of age.

Brookfield next door has a mix of older 90s-2000s stock and newer lakes-edge estates; Weir Views, further along the growth corridor, is even newer again, with barely any established stock at all.
