Follow-up visit at no charge
A barrier that fails comes with a written list. Fix the items and the return visit costs nothing.
BPC (formerly the VBA) registered pool safety inspector, about 47 minutes from Jan Juc. Form 23 issued on site when the barrier passes, $250 flat.
Call now — or we'll call you back
After hours or can't talk right now? Leave your name and number and Ryan will call you back the same day where we can.
It wears faster, though the rules don't change. Council's own description has cliff-top coast to the south and east, open land to the north and west, so salt air comes with the territory. Hinges seize. Closers lose tension. A latch that caught cleanly a few summers back now stops just short.
So a pool barrier inspection here spends most of its time at the gate. We open it from each side, let go, and watch whether it shuts and latches by itself. When one has quietly given up self-closing, look at the hinge, the closer, or a latch that has worked out of line.
Underneath it's Jan Juc Formation ground with alluvium along the creek, and state mapping puts salinity, floodway and inundation overlays near the creek lines. Wet, salty soil near the creek is the kind that lets a post lean between inspections. Our piece on salt air and pool fences covers what to check yourself in the meantime.
We also cover Torquay and Bellbrae. There's a page for barrier inspections around Anglesea as well. For deadlines and lodgement, see the council process for Surf Coast. Wondering whether your fencer can sign it off? See who is allowed to inspect a pool.
A pre-inspection consultation in Torquay is the option if you want advice before booking the inspection. The free re-inspection for Torquay pools is part of the same $250 if the first visit finds a defect.
Not while the fence is standing. They bite when it has to be replaced, and there are plenty here. State planning data shows six Significant Landscape Overlay areas along the cliff top and foreshore, a Bushfire Management Overlay on parts of the locality, Environmental Significance and Vegetation Protection Overlays, plus two heritage overlay areas and two Victorian Heritage Register places. The free VicPlan property report for your address lists the ones on your block.
Putting up a new barrier inside a landscape or heritage overlay can need a planning permit, and the owner applies for it. We record what failed; approving building work isn't our role. If a fence is coming out, settle the permit before ordering materials.
On treed lots the garden is part of the check. A shrub, a low branch or a raised bed near the barrier is a foothold for a child. Keep that strip clear, and where a vegetation overlay applies, ask council before cutting back anything big. Everything we look at is in the barrier inspection checklist.
Then someone else needs to let us in. It's best if you can be there, but an agent or a neighbour can open up instead, and on this coast that matters. The 2021 Census counted 1,920 private dwellings, about 96 per cent separate houses among those occupied, with 403 of 1,920 dwellings unoccupied on census night (ABS QuickStats). That's a holiday-home pattern: plenty of pools sit behind locked gates between stays.
An unused pool area drifts. A latch stiffens, a gate catches on a post that has moved, a planter ends up against the fence. If you can't be there, give us the name and number of the agent or neighbour who'll let us in when you book, and we'll confirm the time with them.
Council's own study describes older established houses and classic beach houses next to contemporary builds, so the street tells us little about the pool. Your barrier is checked against the standard recorded for it when the pool was registered with council (the one in force when it was built), not a rule written afterwards.
Surf Coast Shire. Owners register online and lodge the certificate online, through the Shire's building portal and its certificate form. Council doesn't inspect pools, and there's no inspection service at the Shire office, Merrijig Drive, Torquay, so the private inspection comes first.
If the barrier passes, you get the Form 23 there and then. Lodging it with the Shire is the owner's job, and the four-year cycle runs from council lodgement. Fees and the register link sit on our Surf Coast pool compliance page rather than being repeated here.
If a council reminder letter is what prompted the booking and the wording is hard to follow, our guide to the council pool barrier letter walks through it. Brand-new pools aren't ours to certify. The permit surveyor signs those off; we start with pools already in the ground.
About 47 minutes from Clifton Springs. Jan Juc is the next stop past Torquay, with Djarrak (Bells Beach), a heritage-listed coastal reserve, just beyond. A street address is all we need, though Coombes Road and Bells Boulevard or Ocean Boulevard help if you're giving directions.
No fixed run days. Surf Coast jobs get strung together as bookings come in, and most are done in the week you call. Every suburb we cover is on the service areas page, and the full scope of a visit is under pool barrier inspections. To book, call Ryan on 0402 860 499 or send an enquiry.
