Barrier Inspection and Form 23
The whole enclosure walked and tested, with the certificate issued before we leave if it passes.

The whole enclosure, wherever it sits on the block, plus anything near it a small child could climb. On acreage the pool is often a fair way from the house, behind a fence nobody passes every day. Sheds, water tanks, stock fencing and firewood stacked against the barrier get a close look, since any one of them can turn a sound fence into a ladder.
Planning zones here are mostly farming and rural living, around a small township core, so plenty of lots are paddock-scale. The last census counted 263 private dwellings, almost all separate houses, which means nearly every pool has its own fence and gate rather than a shared one.
Four bushfire overlay areas are mapped in Lal Lal, and blocks under them are often well treed. Shrubs and low branches growing in toward the barrier get written up, because the strip beside the fence has to stay clear.
The planning map also shows public reserve land inside the locality. A reserve over the back fence isn't a barrier, so a pool that backs onto one still needs its own compliant fence along that side.
In Mount Egerton and Gordon, the inspection runs against the same barrier rules. For Warrenheip pool inspections, there's a separate page; council registration is covered in the Moorabool pool barrier page. Before we visit, check the 900 mm non-climbable zone; pots and garden beds are the usual catch.
Usually the post has moved. Under the middle of Lal Lal the geological map shows mixed granite, basalt and sedimentary ground, and basalt can weather to clay that swells through a wet winter and shrinks as it dries out. A gate post set in that clay goes with it.
A slight lean is enough. The latch stops meeting its catch, and the gate comes to rest just short of shut, which is hard to spot from the house. We let it go from several positions, barely open and half open as well as wide open, and watch whether it closes and latches by itself every time.
Across all our jobs it's the defect we write up most: a gate that no longer swings shut and latches unaided. Worn hinges, a tired closer or a latch knocked out of line is usually behind it, and most are quick fixes. Our pool safety checklist sets out eight barrier checks you can run yourself before the visit.
It can affect the repair, but not the inspection. Lal Lal has four heritage overlay areas, and two places here are on the Victorian Heritage Register: Rothbury and the Lal Lal Iron Mine and Smelting Works. A barrier inside an overlay is checked against the same standard as any other pool.
There are environmental and design overlays mapped here too. Like the heritage ones, they bear on building works rather than on our check, so they can decide what a replacement fence is allowed to look like.
We write up the failed panel or gate and the reason it failed. The council decides whether the fix can be a like-for-like swap or needs a permit, so ring Moorabool Shire's office in Ballan before ordering materials, not after the new panels are up.
A new pool or spa is signed off by the permit surveyor, never by us. Moorabool Shire, which covers all of Lal Lal, then asks for it to be registered within 30 days; every four years after that, the barrier is inspected again, counted from the day the certificate is lodged with council. Those four-yearly checks are where we come in.
On a pass the Form 23 is issued on site, and not before. Lodging it is the owner's step. Our Moorabool council pool compliance page keeps the council's fees and contacts with the steps in order, and the page listing all service areas shows where else we inspect.
Then access has to be sorted before we set out. The last census found about one in seven Lal Lal dwellings unoccupied on census night. Give us the agent's name, or the person with a key, when you book and we'll confirm the time with them directly.
To book, ring 0402 860 499 or send an enquiry with the street address and a number you'll answer. Most owners get in touch once the council's reminder letter turns up. You can also see how a pool barrier inspection runs across Victoria before you call.
Bookings are grouped by area as they come in, so your visit slots in beside other jobs nearby. What the visit covers from start to finish is on our pool safety barrier inspections page.
