What does the ground along Painkalac Creek do to a pool gate?
Fairhaven sits on the Great Ocean Road, across Painkalac Creek from Aireys Inlet. The geology map has alluvial ground at the creek flats, Demons Bluff Formation beyond, and the planning maps put 44 inundation overlay areas and 2 floodway areas over the town. No other overlay here is mapped as often. Soft ground that floods and dries out again is how a gate post starts to lean.
You won't see a slightly leaning post from the footpath. You see it in the gate: a leaf that latched cleanly in autumn catches on its striker by spring. So an old pass counts for nothing on the day. We let the gate go from several open positions, and every time it has to swing shut and latch without help.
Then there's the salt. Part of the town carries a salinity management overlay and the surf beach runs the length of it, so hinges, closer springs and latch screws are the first things we look at. When one fails, the usual culprit across all our jobs is a gate that no longer closes or latches by itself.
Do large lots, bushfire and heritage overlays change a Fairhaven barrier check?
The zoning map shows low-density residential lots beside large areas of public park and conservation land. Bigger blocks mean longer fences. Behind a detached house the boundary fence is often part of the pool barrier, so we walk all of it, not just the stretch next to the water. A dam or a rainwater tank doesn't count as barrier.
Add a bushfire overlay and five environmental significance overlay areas and you have treed blocks where the garden keeps growing towards the fence. Shrubs fill out, mulch gets banked against palings, a branch drops low. Each is a foothold for a small child, and a bed that was clear four years ago may not be now.
Replacing a fence is where planning catches people. The Great Ocean Road is on the Victorian Heritage Register, and there are design and neighbourhood character overlays on parts of the town, so new fencing may need a permit first. We report the defect; the permit is the owner's call. Pull a VicPlan property report for the lot before a fencer quotes.
Can I book a Fairhaven pool inspection if I can't be there?
The ABS counts 549 private dwellings, all occupied ones separate houses, and about 69 per cent unoccupied on census night. That's a holiday-house town. We'd rather you were there, but if you can't drive down, someone else, such as an agent or a neighbour, can let us in.
Send the street address and tell us who will let us in: you, a managing agent or a neighbour. Access has to cover the full pool enclosure, side gates included, plus any room inside the house whose wall doubles as part of the barrier. For a holiday let, the gate has to self-close after every guest, not just while we're there. Our guide to short-stay rental pool compliance goes through what that involves.
We're about 75 minutes away in Clifton Springs. Coast bookings get run together as they arrive, and most are done the week you call. Most owners call us once the shire's reminder letter turns up. A pool barrier inspection costs $250 wherever we work. Call 0402 860 499.
Which council receives the Form 23 for a pool here?
Surf Coast Shire. The Form 23 is the pool safety certificate, and we hand it over at the end of any visit where the barrier passes. You lodge it with the shire, which offers online registration and online certificate form lodgement for existing pools. Council does not inspect pool barriers, so a pool needs a private inspector whatever contact it has had with the shire. Registration steps and fees are on our Surf Coast pool compliance page.
The four-year cycle runs from council lodgement, not from the day we visit. When a barrier fails, you get a written list of what to fix; once that's done we come back for a free re-inspection and issue the Form 23 when it passes. A new pool is signed off by its permit surveyor, not by us. Other towns along this coast are on the service areas page.
